01-18-2011 Regular School Board Meeting
Agenda Item #33

Title
Brevard Public Schools ESOL Endorsement Program

Discussion

The State Board of Education approved new Florida Teacher Standards for ESOL Endorsement which were adopted into Rule 6A-4.02451 in March 2010.  Each district is required to revise its English for Speakers of Other Languages (ESOL) Endorsement Program by March 1,  2011 and document School Board approval.  The Brevard County ESOL Endorsement Program has been revised to meet the new standards and is attached for review and approval.  The new program requires successful completion of all five domains of the new standards as embodied in the following ESOL three-semester-hour -equivalent courses: ESOL Culture; ESOL Applied Linguistics; Methods of Teaching ESOL; ESOL Curriculum and Materials Development; and ESOL Assessment.  The Office of Certification and Professional Development offers at least 25 ESOL 60-hour courses free of charge to our teachers each year, with priority seating for BPS teachers who are out of field for ESOL or who need 60 or 18 hours of ESOL training to comply with state statutes and rules.  Three thousand, four hundred thirty-six (3,436) teachers and administrators have completed one or more ESOL courses in the current five-year program validity period.  Five hundred eighty-two (582)  reading, English, and elementary teachers have completed 300 hours of training in the ESOL program and have added ESOL to their certificates during the past  five years through this extensive professional development program.  Teachers who are teaching English Language Learners (ELLs) out of field for ESOL can add ESOL to their teaching certificates upon successful completion of the program, with district funds being used to pay the certification fee.  Administrators and teachers of subjects not requiring certification also take their 60 or 18 required hours of ESOL training at no charge; professional development funds are used to pay instructors and buy materials for this training.  The Brevard Public Schools' ESOL Endorsement Program and status report to DOE including program evaluation are attached.  Please contact Dr. Pat Shelton if you have questions or concerns about this program.
