Attendance boundary changes are recommended to lower student membership at six schools that are currently over 100% capacity (more students than capacity) by moving students from those schools to schools with adequate available capacity.  In total, attendance boundaries could be changed at up to 23 schools, depending on the alternatives that are approved. 

South Area Middle Schools
Over-crowding at Southwest will be relieved by attendance boundary changes at this school and, potentially, at the following three schools:  Central, Hoover and Stone.  Alternatives ""D", "E", "F" and "G" are attached - maps and data showing Capacity Utilization, Ethnicity and Free/Reduced Lunch are provided for each Alternative. 

A Public Meeting for the South Area Middle Schools was held on 11/19/09.  Feedback from the meeting is attached.  Maps and data for new Alternatives "E-1" and "G-1", which incorporate parent input to the extent possible, are attached. 

A School Board Workshop was held on 1/5/10.  A map with data for new Alternative "G-2", which incorporates School Board input, is attached.

South Area Elementary Schools
Over-crowding at Allen, Discovery, Harbor City, McAuliffe and Westside will be relieved by attendance boundary changes at these five schools and, potentially, at the following 14 schools:  Columbia, Gemini, Indialantic, Jupiter, Lockmar, Meadowlane Primary, Meadowlane Intermediate, Palm Bay, Port Malabar, Riviera, Sabal, Sunrise, Turner and University Park.  Alternatives ""D", "E" and "F"  are attached - maps and data showing Capacity Utilization, Ethnicity and Free/Reduced Lunch are provided for each Alternative.

A Public Meeting for the South Area Elementary Schools was held on 12/1/09.  Feedback from the meeting is attached. Maps and data for new Alternatives "G", "H" and H-1,  which incorporate parent input, principal input and local government input to the extent possible, are attached.

Maps and data for Community Input #1 and Community Input #2 - proposals provided by members of the community and formated by staff - are attached as additional information. 

An Attendance Boundary Evaluation Committee reviewed and ranked the Alternatives based on the weighted Attendance Boundary Criteria approved by the School Board.  A list of the Committee members, Minutes of their meetings and their ranking of the Alternatives are attached.  Minutes of the 11/9/09 meeting (amended on 12/4/09) and revised rankings for the South Area Middle Schools and South Area Elementary Schools are attached.  

Assumptions:

1. All Alternatives for the South Area Elementary Schools assume the end of "cap and bus" from Roy Allen ES to Meadlowlane ES.
2. Alternatives "G", "H", "H-1", H-2 and both Community Input proposals for the South Area Elementary Schools also assume the end of "soft redistricting" at Discovery ES, Lockmar ES, McAuliffe ES.

Note:  Proposed attendance boundary changes for the Central Area Elementary Schools have been removed from this Agenda Item at the direction of the School Board at the School Board Workshop on 1/5/10.  A separate Information Agenda Item has been created for these proposed changes. 

1/15/10 Revision:  The data for Alternative H-1 has been revised to reflect the adjustments for the end of Cap and Bus and Soft Redistricting based on the boundary changes in Alternative H-1.  Alternative H-2 has been added to make two changes to accommodate the data adjustments in Alternative H-1.

Hold a Public Hearing and approve the recommended attendance boundary changes with the recommended conditions at the following schools for the 2010-11 school year. 

South Area Middle Schools

South Area Elementary Schools

Recommended Conditions:

1. Rising sixth graders and rising eighth graders may stay at their current school.  Transportation will not be provided.
2. No sibling preference for rising sixth and eighth graders.
3. End 'cap and bus" from Roy Allen ES to Meadowlane ES.  Students currently bused to Meadowlane ES from Roy Allen ES return to Roy Allen ES.  If the student lives in an area of the Roy Allen ES attendance boundary that is redistricted to another school, the student will attend the other school. 
4. End "soft redistricting" exceptions at all schools redistricted on 3/25/08 for the 2008/09 school year.  All "grandfathered" students and their siblings will attend the "new" school beginning with the 2010-11 school year.  If the student lives in an area of the "new" school attendance boundary that is redistricted to another school, the student will attend the other school.
