Central Area Elementary School Attendance Boundary Changes for 2010-11

Discussion

Attendance boundary changes are recommended to lower student membership at three schools that are currently over 100% capacity (more students than capacity) by moving students from those schools to schools with adequate available capacity.  In total, attendance boundaries could be changed at up to 17 schools, depending on the alternatives that are approved. 

Over-crowding at Manatee, Suntree and Williams will be relieved by attendance boundary changes at these three schools and, potentially, at the following 14 schools:  Anderson, Audubon, Cambridge, Creel, Croton, Endeavour, Golfview, Longleaf, MILA, Quest, Saturn, Sea Park, Sherwood and Tropical.  Alternatives ""D", "E", "F" and "G" are attached - maps and data showing Capacity Utilization, Ethnicity and Free/Reduced Lunch are provided for each Alternative.

A Public Meeting for the Central Area Elementary Schools was held on 11/23/09.  Feedback from the meeting is attached.  A map and data for new Alternative "H", which incorporates parent input to the extent possible, is attached. 

Maps and data for Community Input #1, #2 and #3 - proposals provided by members of the community and formated by staff - are attached as additional information. 

A School Board Workshop was held on 1/5/10.  A map with data for New Alternative "H-1", which incorporates additional parent input, principal input and School Board input to the extent possible is attached. 

An Attendance Boundary Evaluation Committee reviewed and ranked the Alternatives based on the weighted Attendance Boundary Criteria approved by the School Board.  A list of the Committee members, Minutes of their meetings and their ranking of the Alternatives are attached.  Minutes of the 11/9/09 meeting (amended on 12/4/09) and rankings for the Central Area Elementary Schools are attached.  

Assumptions:

  1. All Alternatives for the Central Area Elementary Schools assume the end of "cap and bus" restrictions for students previously "capped and bused" from Manatee ES to Quest ES.
  2. Alternatives "D", "E", "F" and "G" for the Central Area Elementary Schools assume the end of "soft redistricting" at Anderson ES, Manatee ES, Quest ES and Williams ES due to the interrelationship with the end of "cap and bus" restrictions at Manatee ES and Quest ES.  In response to questions regarding equity and busing costs, the end of "soft redistricting" is now recommended at all schools that were "soft redistricted" on 3/25/08 for the 2008/09 school year. Alternatives "H", "H-1" and all Community Input proposals for the Central Area Elementary Schools are based on this assumption.  
  3. Community Input #2 for the Central Area Elementary Schools assumes that out-of-area students at over-crowded schools will be moved back to their "home" schools or to schools with available capacity, except for students of employees working at the over-crowded schools.

Note:  Proposed attendance boundary changes for the Central Area Elementary Schools were included in an Information Agenda Item at the 11/17/09 School Board meeting and in an Action Agenda Item at the 12/8/09 School Board meeting.  The Public Hearing for these proposed changes was advertised and scheduled for the 1/19/10 School Board meeting.  At the direction of the School Board at the School Board Workshop on 1/5/10, the proposed changes for the Central Area Elementary Schools were removed from the Public Hearing on 1/19/09 and this Information Agenda Item was created to discuss new Alternative "H-1".  The Public Hearing for these proposed changes will be held on 2/9/10.  



Recommendation

Hold a Public Hearing and approve the recommended attendance boundary changes with the recommended conditions at the following schools for the 2010-11 school year, per Alternative "H".

Anderson, Cambridge, Creel, Croton, Endeavour, Golfview, Longleaf, Manatee, MILA, Quest, Saturn, Sherwood, Suntree and Williams.  

Recommended Conditions:

  1. Rising sixth graders and rising eighth graders may stay at their current school.  Transportation will not be provided.
  2. No sibling preference for rising sixth and eighth graders.
  3. End 'cap and bus" restrictions at Quest ES.  Students currently bused to Quest ES from Manatee ES return to Manatee ES.  If the student lives in an area of the Manatee ES attendance boundary that is redistricted to another school, the student will attend the other school. 
  4. End "soft redistricting" exceptions at all schools redistricted on 3/25/08 for the 2008/09 school year.  All "grandfathered" students and their siblings will attend the "new" school beginning with the 2010-11 school year.  If the student lives in an area of the "new" school attendance boundary that is redistricted to another school, the student will attend the other school.
