Replace at Failure - Merritt Island High School Auditorium Chiller - SALES SURTAX

Discussion

Plant Operations and Maintenance has identified that the chiller serving the Merritt Island High School Auditorium is failing and must be replaced. The chiller replacement is not included in the funded Attachment F Sales Surtax list. Funding is allocated in Attachment F for renewal of the building automation system (BAS), which will be partially accomplished with the chiller renewal project. The Merritt Island High School project is scheduled in year 5 of the sales surtax program. The chiller replacement is an out-of-sequence project and will be funded through contingency. The controls component will be funded through the Attachment F allocation.

Project Management staff notified the Independent Citizens Oversight Committee (ICOC) at their August 18, 2015 meeting and contracted for design with DDC Engineering through their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) services in the amount not to exceed $13,970.

Quotes were requested from the District's HVAC continuing services vendors (ITB #15-B0072-LU awarded July 21, 2015). Schwenn Mechanical Services, LLC submitted the lowest quote of $165,000.

In addition, quotes are being requested from the District's control systems vendors. The budget estimate for controls is $35,000. Quotes are due the week of January 18, 2016.

The estimated total administrative cost (permitting, field and administrative support) for the project is $6,000 for a total project budget of $219,970.

Board approval is required for a purchase order over $50,000. Because the chiller is failing, approval is requested as a consent agenda item without prior information.



Recommendation

Approve the project budget for the Merritt Island High School Chiller Replacement project in an amount not to exceed $219,670.

Award the Merritt Island High School Chiller Replacement project to Schwenn Mechanical Services, LLC in the amount of $165,000.
