Longleaf Elementary School - Educational Technology - Preconstruction Design Build Services - SALES SURTAX

Longleaf Elementary School is scheduled for educational technology infrastructure renewal including structured cabling and student station power/technology HVAC, as identified in the Sales Surtax Funded Detailed Report (Attachment F).  In addition, Plant Operations & Maintenance staff have identified the Longleaf Elementary School fire alarm as a critical component that needs to be addressed as soon as possible. Although the fire alarm system was rated condition code 1 in the 2014 facility assessment, it was not included in Attachment F, so this component will be funded through sales surtax contingency. 

The District's Project Manager developed a Design Criteria Package (DCP) that incorporates the fire alarm system renewal with the educational technology renewal project.  Based on the DCP, staff requested a proposal from Heard Construction, Inc. for preconstruction services under their continuing contract with the District for design build services.
Under Heard's proposal as the design builder, the design will be done by Premier Engineering as a sub-consultant. Heard will coordinate the design and conduct all other preconstruction activities such as estimating, subcontractor bidding, developing the Guaranteed Maximum Price (GMP), determining owner direct purchases, scheduling and coordination with District staff at Longleaf Elementary.  The estimated project budget is approximately $437,455.  The GMP price amendment is expected by March 2016.

The preconstruction services proposal is $47,662.56.  Estimated staff time to be charged to this phase of the project is $3,000. Note that the funding strings segregate the facility renewal item and the educational technology items prorated based on the Attachment F budget.  The project, including the contingency needed for the fire alarm system renewal, has been reported to the Independent Citizens Oversight Committee.

Board approval is required for purchase orders over $50,000. Although the purchase order does not exceed $50,000, the project budget exceeds this threshold and sales surtax contingency will be used for the fire alarm system renewal (estimated at $45,000). In order to expedite the work, approval is requested as a consent item without prior information.

Approve the budget for preconstruction services in an amount not to exceed $50,662.56 for Longleaf Elementary School.

Approve the preconstruction services proposal submitted by Heard Construction, Inc. in the amount of $47,662.56 for Longleaf Elementary School under their continuing contract for design build services.
