DeLaura Middle School - Facilty Renewal/School Security - Design Build Services - SALES SURTAX

Discussion

DeLaura Middle School has had sequential HVAC system projects funded through capital and the sales surtax in 2014 and 2015. The work is not complete because the extensive scope of the renewal required multiple project phases. The design of the entire system was done in 2014 prior to the sales surtax referendum.  The sales surtax funded detail report (Attachment F) for DeLaura invested $2.8 million in facility renewal, but did not estimate sufficient funding for the renewal of the entire HVAC system.

The sales surtax facility renewal balance is less than $2 million and there is insufficient category funding to fully complete the HVAC system components. Therefore, the strategy is to complete the remaining facility renewal items and incorporate the district school security and classroom technology infrastructure categories into a single design build project valued less than $2 million in order to use one of the District's continuing services contracts. Once all of the non-HVAC categories are priced, the remaining balance will be used to fund as much HVAC work as possible, with supplemental funding from capital (anticipated to be roughly $400,000) up to a total of $2 million.

The Design Criteria Package was prepared by RZK, Inc. as the basis for the design build proposal. Canaveral Construction submitted a design build preconstruction services proposal under their continuing contract in an amount not to exceed $146,268.72. This proposal includes completing the design documents for all elements and preparing the Guaranteed Maximum Price for the construction phase of the project.

The Independent Citizens Oversight Committee (ICOC) is aware that the DeLaura project sales surtax allocation is not sufficient to meet address all of the HVAC system renewal components.

Board approval is required for purchase orders over $50,000. In order to expedite the work, approval is requested as a consent agenda item without prior information.



Recommendation

Approve the preconstruction services proposal submitted by Canaveral Construction, Inc. in an amount not to exceed $146,268.72 under their continuing contract for design build services for facility renewal, district school security and educational technology classroom infrastructure at DeLaura Middle School.
