Title
Close Clearlake Middle School and Convert Cocoa High School to a Jr/Sr High School for the 2013-14 School Year

Discussion

Staff recommendations are as follow for the 2013-14 school year:

  1. Close Clearlake Middle School.
  2. Convert Cocoa High School to a Jr/Sr High School (7-12 grade configuration).
  3. Change the current attendance boundaries of Cocoa High School, Rockledge High School, Clearlake Middle School and McNair Middle School as shown in Proposal 2 to accommodate the closure and make the high school and middle school attendance boundaries of Cocoa Jr/Sr High School coincident.
  4. Waive the requirement of Policy 7120 to non-renew out-of-area students at Cocoa High School, Clearlake Middle School and McNair Middle School. 
  5. Grandfather rising 10th, 11th and 12th grade students at Cocoa High School without transportation or sibling preference.
  6. Grandfather rising 8th grade students at Clearlake Middle School and McNair Middle School without transportation or sibling preference. 
  7. Authorize the expenditure of up to $1,000,000 of capital improvements at Cocoa High School and Clearlake Middle School to convert Cocoa High School to a Jr/Sr High School and repurpose Clearlake Middle School for other programs.

Notes:

  1. A Spot Survey to amend the Educational Plant Survey must be submitted to the Florida Department of Education (FDOE) to convert Cocoa High School to a Jr/Sr high school and to convert Clearlake Middle School to ancillary and support uses.  This Spot Survey will be submitted to the School Board for approval prior to submission to the FDOE.
  2. Proposal 2 maps and data for the recommended boundary changes  to accommodate the closure and conversion are attached. 


Recommendation

Hold a Public Hearing to approve the following for the 2013-14 school year:

  1. The closure of Clearlake Middle School, the conversion of Cocoa High School to a Jr/Sr High School (7-12 grade configuration) and the recommended attendance boundary changes as shown in Proposal 2 to accommodate the closure and conversion. 
  2. The recommended waiving of Policy 7120 out-of-area requirements and the recommended grandfathering conditions.
  3. The expenditure of up to $1,000,000 of capital improvements at Cocoa High School and Clearlake Middle School to convert Cocoa High School to a Jr/Sr High School and repurpose Clearlake Middle School for other programs using Continuing Contract Design/Build services.
