2011-2012 State of Florida, Division of Emergency Management Subgrant Agreement

Discussion
A cost-reimbursement grant is available from the State of Florida, Division of Emergency Management to retrofit existing, designated buildings with exterior envelope opening protection to expand emergency shelter capacity.  Central MS was selected by the FDEM as a potential recipient for these grants funds for an amount not to exceed $352,000.  Funding is contingent upon annual appropriation by the Legislature and subject to any modification in accordance with Chapter 216, Fla. Stat. or the Florida Constitution.  Although this grant is reimbursable based,  a provision exists to request advance funding with justification.  The agreement has been prepared requesting an advance equal to 100% of Contracted Services, Operating, and Fixed Capital Outlay expenses.  Administrative Expenses and Direct Labor have not been included and will be reimbursed pursuant to the Agreement.  A copy of the completed Agreement with Attachments A-G is attached.  The Agreement has been reviewed and approved by the School Board Attorney.

Recommendation
Authorize the Superintendent to approve and execute the Subgrant Agreement as prepared.
