01-24-2017 (Capacity and Capital Planning)

The School Board of Brevard County, Florida met for a Board Workshop on Tuesday, January 24, 2017, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, December 16, 2016. A notification of change of topic from Leading and Learning to Capital and Capacity Planning was advertised in the Eagle on Thursday, January 19, 2017. Affidavits of publication with copies of the ads attached are filed in the Affidavit File in the Board Office.

Dane Theodore, Assistant Superintendent of Facilities Services began a presentation regarding the capacity plan. That presentation included: 

  • Previous Activities
  • Capacity Plan
  • Capital Plan
  • Future Activities

The plan's concept is no new debt and no new taxes.

Capacity Plan summary recommendations includes:

  • Additional Portable Classrooms
    • Cost
      • Capital - $4,420,000
      • Operating - $386,400 + $319,200 annually
    • Covered Walkways - $2,400,000
  • Attendance Boundary Changes
  • Reopen Closed Schools
  • Construct New Permanent Classrooms

Mr. Theodore went over the Capacity Plan recommendations beginning with year 1 and going through year 5. He provided information on the process for attendance boundary changes.  He reiterated that the plan will change every year as finance and growth change.

Discussion among Board member ensued and clarifying questions were asked and answered. 

Items for further clarification:

  • Look at capacity keeping in mind what that capacity means for the individual school
    • For example, does the school have a high number of ESE units
    • Look at how that space has to be utilized.
  • Need a metric for walkway compliance.



5. Proposed Capital Plan


Mr. Theodore outlined the capital plan. He expressed that this plan will be updated each year just as the capacity plan.

There was discussion among the Board as well as questions.
