Apollo Elementary School, Jackson Middle School and Pinewood Elementary School - Design Build Contract and Preconstruction Services RFP #16-P-046-DR - SALES SURTAX
The facility renewal projects at Apollo Elementary School, Jackson Middle School and Pinewood Elementary School are ranked nineteenth, twenty third and twenty first on the priority list for projects funded by the sales surtax. The District issued a Request for Proposals for the design build services for all three schools as a single project because of both geographic proximity, economies of scale and project costs for two of the three schools are estimated to exceed $2 million, the threshold for using continuing services contracts.
Proposals were received from seven (7) design build teams based on the Design Criteria Package (DCP) prepared by TLC Engineering for Architecture (TLC). The DCP is based on the Sales Surtax Funded Detailed Report (Attachment F) for each school.
Of the seven proposals, five of the top-ranked design build firms were interviewed and ranked as follows:
Staff has been negotiating with the top-ranked firm to develop preconstruction pricing. Gilbane's proposal as the design builder includes SGM Engineers (mechanical, electrical, plumbing), Borrelli & Partners (architecture) and Bowen Engineering Corporation (structural). Gilbane will coordinate the design and conduct all other preconstruction activities (such as estimating, subcontractor bidding, developing the Guaranteed Maximum Price (GMP), determining owner direct purchases, scheduling and coordination with District Staff and school-based staff).
The estimated project budget, based on Attachment F, is approximately $2.1 million for Apollo Elementary, $3.3 million for Jackson Middle and $1.2 million for Pinewood Elementary. The scope of work includes the District school security elements and the educational technology infrastructure elements. The scope of work for Pinewood Elementary also includes design to replace the failing on-site wastewater treatment plant, which will be a sales surtax contingency expense, as it was not included in Attachment F. This has been reported to the Independent Citizens Oversight Committee (ICOC). All costs will be reported by school, by group and by category.
The preconstruction services proposal is $176,901.97 for Apollo Elementary, $249,958.69 for Jackson Middle and $131,314.82 for Pinewood Elementary (which includes a $10,000 allowance for the wastewater treatment plant design). Estimated staff time to be charged to the project is $6,000 for each school. The Guaranteed Maximum Price (GMP) Amendment for construction will be submitted in April/May for School Board consideration. Construction will occur in summer 2016 and summer 2017 depending on the availability of long lead time items.
The project is funded by the sales surtax and is included in the reporting to the Independent Citizens Oversight Committee.
Board approval is required for purchase orders over $50,000. In order to expedite the work, approval is requested as a consent item without prior information.
Approve the budget for preconstruction services in an amount not to exceed $182,901.97 for Apollo Elementary School, $255,958.69 for Jackson Middle School and $137,314.82 for Pinewood Elementary School (of which $10,000 will be funded through sales surtax contingency for the wastewater plant design).
Approve the preconstruction services proposal and authorize execution of the design build contract with Gilbane Building Company in the amounts not to exceed $176,901.97 for Apollo Elementary School, $249,958.69 for Jackson Middle School and $131,314.82 for Pinewood Elementary School.
