Tropical Elementary School Design Build Services Guaranteed Maximum Price Amendment - SALES SURTAX
Tropical Elementary School is the ninth highest priority on the Sales Surtax Planned Project Priority List. The scope of work for this project includes all the remaining facility renewal items on the Sales Surtax Funded Detail Report (Attachment F), the district school security items and the classroom technology infrastructure.
Tropical Elementary School is one of several projects that are being done through the design build contract methodology. The process starts with the development of a Design Criteria Package (DCP) which is then used as the basis for the request for proposals (RFP) from design build contractors. RFP #16-P-022-DR was issued for the package of Tropical Elementary School and Jefferson Middle School to reduce administrative time and cost while achieving some economies of scale from the selected design builder. Five (5) proposals were received and Heard Construction, Inc. was awarded the contract and preconstruction services at the October 27, 2015 Board meeting.
The design is 60% complete and Heard Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) amendment in an amount not to exceed $2,975,184.93 of which $2,769,677.86 is funded through the sales surtax. The GMP reflects some risk mitigation because the design is not complete and subcontractor bidding has not been done. However, because there are long lead times on some of the equipment, the GMP is being submitted now to allow theses procurements to move forward. Additional sales surtax budget in the amount of $80,000 is requested for project administration and permitting. This may also cover costs for commissioning, a new Code requirement that was not in place at the time the sales surtax estimates were developed.
The GMP reflects an additional investment of $205,507.07 of capital funds. This will allow the project to incorporate removal of asbestos containing material on insulated pipes and door frames as well as enlarging a mechanical room to meet code. Ceiling work is also included to accommodate the upgrade to a variable air volume (VAV) system which provides for more precise temperature control, less energy consumption, less compressor wear and less fan noise. Additional capital budget of $5,000 is requested for permitting and administrative support for the capital portion of the project.
As the project moves forward, actual costs will be allocated to the sales surtax group and category as appropriate based on the attached worksheet.
Board approval is required for purchase orders over $50,000. Approval is requested without prior information in order to expedite the work.
Approve the total project budget in the amount of $3,060,184.93 for the Tropical Elementary School renewal project of which $2,849,677.86 will be funded through sales surtax and $210,507.07 will be funded through capital.
Approve the GMP price amendment to the design build services contract with Heard Construction, Inc. in the amount not to exceed $2,975,184.93 of which $2,769,677.86 will be funded through sales surtax and $505,507.07 will be funded through capital.
