West Shore Jr./Sr. High School - Plumbing Renewal - Construction Management Services

Discussion

West Shore Jr./Sr. High School has had a long-standing issue with odor in Building 4. In October 2015, DDC Engineering was engaged to investigate the issue. Based on their investigation, the old, failing cast iron system in this area will need to be replaced along with some modifications to the HVAC system that would prevent this type of odor issue. Subsequent to the investigation, DDC was engaged to design the recommended solution. The cost of the investigation and design (including construction administration) is not to exceed $6,051.

Doug Wilson Enterprises, Inc. has submitted a Guaranteed Maximum Price (GMP) under their continuing contract for construction management services in the amount not to exceed $91,445.39 to undertake the work based on the construction documents prepared by DDC Engineering. The total cost for this work including the GMP, design, administration, permitting, inspections, testing and contingency costs is estimated not to exceed $115,496.39. The total project cost includes a $10,000 reserve as there is no contingency in the GMP. 

The Sales Surtax Funded Detail Report (Attachment F) for West Shore Jr./Sr. High School does not include any funding for this category. The Independent Citizens Oversight Committee has not been briefed on this project as the scope of the problem was not initially clear and the likely solution was thought to be a maintenance issue. The investigative report and design were funded through Capital. Capital is the proposed funding source for the project.

School Board approval is required for a purchase order over $50,000. In order to expedite the work (scheduled primarily over spring break), approval is requested as a consent agenda item without prior information.

 



Recommendation

Approve the total project construction budget for the West Shore Jr./Sr. High School plumbing renewal project in an amount not to exceed $115,496.39.

Approve the Guaranteed Maximum Price submitted by Doug Wilson Enterprises, Inc. in the amount not to exceed $91,445.39, with an additional $10,000 reserve, under their continuing contract for construction management services for the West Shore Jr./Sr. High School plumbing renewal project.
