"Administrative" Attendance Boundary Changes

Discussion

Many current school attendance boundary descriptions are unclear, inconsistent, inaccurate or do not reflect the existing attendance patterns or development patterns.  The Facilities Planning Department proposes to update these existing attendance boundaries as "administrative" changes.  The majority of these changes are for clarity or consistency only and do not affect current students. 

Some proposed changes are more than clarifications, but any affected current students would be "grandfathered" at their current school.  These changes fall into three categories:

1.      Correcting gaps or overlaps.

2.      Reflecting current attendance patterns (students living in one attendance boundary attending another school).

3.      Reflecting existing development patterns (attendance boundaries bisecting neighborhoods that were developed after the boundaries were established).

 

Clarifications Only - No Changes to Existing Boundaries

The attachment titled "Clarifications" contains new attendance boundary descriptions for the following 38 schools.  The order of the exhibits is:  new description, map (no change, for reference only) and old description (for reference only).

Note : A small portion of the Viera DRI was inadvertently omitted from the description and map contained in the 1/20/09 Agenda Item.  Because this is now a corrective change, Viera HS has been delete from the "Clarifications" section.  The corrective change is contained in the "Gaps and Overlaps" section as Item #6 - Rockledge / Viera.

The attachment titled "Gaps and Overlaps" contains new attendance boundary descriptions for the following 7 sets of schools.  The order of the exhibits is:  composite map (area(s) at issue hatched), new description, new map, old description (for reference only) and old map (for reference only) - schools are in alphabetical order within the set.  Note that the attendance boundary descriptions for Eau Gallie HS, Rockledge HS and Satellite HS were not revised when the attendance boundary for Viera HS was created, therefore these three attendance boundaries currently "overlap" the Viera HS attendance boundary.

1.      Coquina ES / Riverview ES (0 current students affected)
2.      Creel ES / Croton ES (17 current students affected)
3.      Palm Bay ES / University Park ES (1 current student affected)
4.      Clearlake MS / McNair MS (0 current students affected)

 



Recommendation

Approve the recommended attendance boundary changes at 65 schools as shown in the attachment titled "Administrative Attendance Boundary Changes".   

 

Approve all students affected by these changes to be "grandfathered" at their current school, with sibling preference.  

 

Authorize the Superintendent to advertise for Public Hearing.
