Title
Sabal Elementary School - Design Build Services Guaranteed Maximum Price Amendment - SALES SURTAX

Discussion
Sabal Elementary School is one of several sales surtax projects that are being done through the design build contract methodology.  The process starts with the development of the Design Criteria Package (DCP) which is then used as the basis for the request for proposals from design build contractors.  RFP #16-P-052-DR was issued for the Sabal Elementary School/Hoover Middle School project earlier this year.  Five proposals were received and McCree Design Builders, Inc., was awarded the contract and pre-construction services at the March 15, 2016 Board meeting.

The scope of work for this project includes all of the facility renewal items on the Sales Surtax Funded Detail Report (Attachment F), the district school security items and classroom technology infrastructure. The longstanding drainage issue is being resolved as part of this project as a safety deficiency, which is a sales surtax eligible expense. There are two unfunded alternates - one to replace 10 air handling units in building 15 ($275,807) and one for glass window and door replacement ($296,987). The plumbing scope was also reduced to remain within budget. Scope reductions are coordinated with the Plant Operations and Maintenance team. The Attachment F allocation for relocatable walkway covers ($102,400) has been reserved for that project scheduled at the end of the sales surtax program.

The design is complete and McCree has submitted a Guaranteed Maximum Price (GMP) amendment in an amount not to exceed $1,864,794. The work is planned for summer 2017. Long lead time items will be order following the approval of the GMP.

As the project moves forward, actual costs will be allocated to the sales surtax group and category as appropriate based on the attached worksheet.  The costs for the Design Criteria Package, design and pre-construction services, early replacement of the failed auditorium air conditioning units and administrative costs total $284,372.26 and are indicated in the spent and encumbered column of the attached worksheet.  Also noted on the worksheet is $3,632.00 in sales surtax facility renewal contingency that was previously allocated to Sabal Elementary for portable air conditioning replacement. Administration, permitting and inspection costs are budgeted at $18,000 and contingency is included in the GMP at $15,000, which are low for this size project but allows project costs to be within the Attachment F funding allocation.

Board approval is required for purchase orders over $50,000.  Approval is requested without prior information in order to expedite the work.


Recommendation
Approve the total project construction and administration budget in the amount of $1,882,794 for the Sabal Elementary School renewal project.

Approve the Guaranteed Maximum Price amendment to the design build services contract with McCree Design Builders, Inc., for the Sabal Elementary School renewal project in an amount not to exceed $1,864,794.
