02-14-2017 School Board Meeting

The School Board of Brevard County, Florida met for its Board meeting on Tuesday, February 14, 2017, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, February 2, 2017. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

A moment of silence was held for three members of the BPS family who had recently passed away: Infant, June Faith Kerr, Rockledge High School senior Corbin Clevenger and Valerie Minnick, bookkeeper from Imperial Estates.

Prior to the Board meeting, entertainment was provided by Hoover Middle School Jazz Ensemble under the direction of Crystal Golinello, director of instrumental music.  The students performed one more number after the meeting was called to order.

Chairperson Belford called for a recess at 5:44 p.m. to give the students time to gather their belongings.

She reconvened the meeting at 5:49 p.m.

Minutes: Dr. Blackburn welcomed and introduced newly appointed administrative staff: Sarah Barnett. She was given time to address the audience and introduce family, friends and colleagues who were in attendance.


Approve the applicable listed administrative staff recommendations:

The reclassification of Sarah N. Barnett from the position of Teacher on Assignment/Computer Education teacher to the position of Assistant Principal (10 month) at Meadowlane Primary Elementary School, on annual contract, effective February 15, 2017. Annual salary based on grade 22 of the Nonbargaining Salary Administration Program.

Chairperson Belford reminded the speakers that the maximum allotted time for each speaker is three minutes. Clarification of information presented and answers to questions specific to district business and educational matters will be posted on the School Board's website under the section called "4 The Record."

She asked that comments be related to public education and the business of the Brevard County School Board.  She also asked that speakers refrain from making slanderous statements or personal attacks on others.

Mr. Susin asked to have Mark Langdorf, director of Benefits and Risk Management, come to the podium to verify that Willis Towers Watson would not be receiving commissions on ancillary services.

To that end, Mr. Langdorf told the Board that they did agree to that stipulation. However, Willis Towers Watson said that they could take the commissions and lower the amount the district pays to them.  Board agreed that would be a good thing.

Chairperson Belford asked if the Board had looked into recommendations for any options to utilize in lieu of Master Board Training.  After some discussion, the consensus of the Board was, that while valuable, was not necessary for this Board at this time.  Members feel they work very well together and are cohesive and collaborative.  

Mr. Ziegler talked about some discussion at the Central Florida Public School Boards Coalition on teacher evaluations.

Mr. Susin expressed that research indicates that the use of portables structures as classrooms do not affect student learning.

Mr. Craig thanked Dr. Blackburn and Mr. Theodore for the well-thought out capacity plan.

In response to some of the public speakers, Ms. Descovich said that some of the items mentioned were already being looked at.


35. Cell Phone Contract for Students


Ms. Descovich felt that the current cell phone policy was outdated.

Dr. Beth Thedy, assistant superintendent of Student Services and Russell Cheatham, assistant superintendent of Educational Technology said they would poll principals, look at NEOLA policies and would like the opportunity to assemble a focus group in order to bring a recommendation back to the Board.

Dr. Blackburn expressed appreciation to BFT, Local 1010 and BASA for the collaborative processes they have used to work together; hopefully changes to evaluations will help teachers have more time to spend on teaching. 

He wished congratulations to outgoing county manager, Stockton Whitten.

Dr. Blackburn was the key note speaker at a Black History Month celebration at the Government Center.

He mentioned that Brevard had 333 teachers recognized as high impact teachers from the Florida DOE.  

He thanked Ms. Zuercher and her staff for all of their work on the budget process and thanked Mr. Theodore and his staff for all of their work on capital and capacity planning.

He continued that in an effort to bolster recruiting efforts, HR has created an Ambassador Program.
