Revisions to Policy 5120 and Policy 7120

Revisions to Policy 5120 are minimal; changing "Choice to reflect two open enrollment categories of Educational Program Opportunities and Educational Location Options. This language change will enhance a family's understanding of the two potential selections to be assigned to a school other than their boundary school. Revisions for Policy 7120 provides clarity for the purposes of Educational Location Option, formerly known as Out of Area, processes. Currently, language states that if a school's enrollment is projected to be less than seventy-five (75) percent, existing students zoned for that school are not permitted to exercise an Educational Location Option. The proposed revision would eliminate this language. Additionally, the language for special consideration of students moving from a higher capacity school to that of a school in a lower capacity as it applies to schools at ninety (90) percent projected enrollment has been eliminated. Soft-redistricting has also been eliminated from the language as it applies to boundary changes. The policy was modified to reflect Board Discussion on September 14, 2015. Since the original board item was submitted for information on December 8, 2015, two additional revisions have been proposed. The revised language now reflects the use of total building capacity for consideration rather than permanent capacity, thus allowing for more flexibility in identifying schools as "frozen." Furthermore, the elimination of non-renewal of students in schools over one hundred (100) percent capacity would allow for more continuity in a student's education.

Hold a Public Hearing an approve the recommended revisions to Policy 5120 (Assignment within District) and Policy 7120 (Criteria for Balancing School Membership Capacity).
