Supplemental Kitchen Air Conditioning Units (Riviera Elementary, Coquina Elementary, McNair Magnet Middle and University Park Elementary) Construction Management Services Guaranteed Maximum Price (GMP)

Discussion

The air conditioning units that serve the kitchens in Riviera Elementary School, Coquina Elementary School, McNair Magnet Middle School and University Park Elementary School are undersized.  Temperatures have been consistently between 85 degrees F. and 90 degrees F. during the spring and fall.

Riviera Elementary has no funding allocated for air conditioning units in the sales surtax funded detailed report (Attachment F).

The kitchen unit at Coquina Elementary failed and was replaced in fall 2015 as an out of sequence sales surtax project reported to the Independent Citizens Oversight Committee (ICOC). However, the surtax program replaces "like for like" and the same size unit was installed, which has been determined to be undersized.

University Park Elementary is scheduled in year 4 of the sales surtax program and McNair Magnet Middle is scheduled for year 5. The existing equipment at both schools is functional, but undersized.

DDC Engineering, Inc. has provided a design for a properly sized air conditioning unit at Riviera Elementary and for supplemental air conditioning units at Coquina Elementary, McNair Magnet Middle and University Park Elementary under their continuing contract for MEP and fire protection services (RFQ 14-Q-008-KR). The cost of these services was $11,830 and was authorized under a separate purchase orders.

Wharton Smith, Inc. has submitted a Guaranteed Maximum Price (GMP) under their continuing contract for construction management services (RFQ 14-Q-009-KR) in the amount of $255,180.00 to undertake this work. Administration, permitting and inspection costs are estimated to be $15,000.

Board approval is required for a purchase order over $50,000. In order to expedite the work, approval is requested as a consent agenda item without prior information.

Funding sources include a combination of Capital (373) and Food Services (389).



Recommendation

Approve the total project budget (including design) in the amount of $282,010 for the kitchen air conditioning system upgrades at  Riviera Elementary School, Coquina Elementary School, McNair Magnet Middle School and University Park Elementary School.

Approve the Guaranteed Maximum Price (GMP) submitted by Wharton Smith, Inc. in the amount not to exceed $255,180 for the kitchen air conditioning system upgrades at  Riviera Elementary School, Coquina Elementary School, McNair Magnet Middle School and University Park Elementary School.
