Sea Park Elementary School Design Build Services Guaranteed Maximum Price - SALES SURTAX
Sea Park Elementary School is the eighth highest priority on the Sales Surtax Planned Project Priority List. The scope of work for this project includes all the remaining facility renewal items on the Sales Surtax Funded Detail Report (Attachment F), the district school security items and the classroom technology infrastructure.
Sea Park Elementary School is one of several projects that are being done through the design build contract methodology. The process starts with the development of a Design Criteria Package (DCP) which is then used as the basis for design. Because the construction value of the project was estimated to be under $2 million, the District contracted with Heard Construction, Inc. under their design build continuing services contract for design and preconstruction services ($104,400) on October 13, 2015 based on the DCP prepared by RZK Architects, Inc. under their continuing services contract with the District for architectural services ($20,665).
Note that a chilled water design alternative was considered that would have increased energy efficiency and provided a more reliable system for the beachside environment. However, the funding for this upgrade was not sufficient in the sales surtax funding allocation. The GMP does include bipoloar ionization, within the budget available, which has proven to reduce energy usage and costs.
The design is over 60% complete and Heard Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $1,925,180.86. The GMP reflects some risk mitigation because the design is not complete and subcontractor bidding has not been done. However, because there are long lead times on some of the equipment, the GMP is being submitted now to allow these procurements to move forward. Additional sales surtax budget in the amount of $82,000 is requested for project administration and permitting. This may also cover costs for commissioning, a new Code requirement that was not in place at the time the sales surtax estimates were developed.
As the project moves forward, actual costs will be allocated to the sales surtax group and category as appropriate based on the attached worksheet.
Board approval is required for purchase orders over $50,000. Approval is requested without prior information in order to expedite the work.
Approve the total project budget in the amount of $2,007,180.86 for the Sea Park Elementary School renewal project.
Approve the GMP submitted by Heard Construction, Inc. under their continuing contract for design build services in the amount not to exceed $1,925,180.86.
