02-27-2018 School Board Meeting


The School Board of Brevard County, Florida met for its regular meeting on Tuesday, February 27, 2018, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday,February 15, 2018. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: Chairman Craig asked for a moment of silence to honor the victims of the Parkland, Florida school shooting at Marjorie Stoneman Douglas High School and two members of the BPS family: Ryan Geil, a student from Southwest Middle School and Brian Karcher, a teacher from Melbourne High School.

5. Board member/Superintendent Recognitions

Minutes: 

Prior to individual board member and superintendent recognitions and in honor of Black History Month, the board recognized a group of individuals who taught or were students following the 1954 US Supreme Court decision on Brown verses Board of Education which declared that separate public schools for black and white students was unconstitutional.  These trailblazers helped shape the lives of our students.  Through their efforts and other pioneers like them we will teach our children the value of character over skin color and appreciate the differences that make our world so beautiful. Chairman Craig thanked the group for coming to the board meeting and coming a few minutes early for a pre-board reception.

Matt Susin

  • He thanked Dr. Blas, principal of Longleaf for coming to the board meeting.
  • He talked about the West Shore Whirly Girls Team which will be the Innovation Games all girls' drone team. They will be speaking with the Senate on Thursday and will be meeting with Joe Negron.  Senator Negron has now said he will be coming to the Innovation Games.
  • He said that it was a great day at Palm Bay High School because they put together  the finishing pieces to what will become the Innovation Games.

Tina Descovich

  • She and Dr. Blackburn visited Sunrise Elementary.  The school was so welcoming and they received great feedback.
  • She and Dr. Blackburn also enjoyed a warm welcome from University Park when they visited there.  They were invited to enjoy a potluck luncheon of soul food in honor of Black History Month.
  • At Satellite High, there was a wellness conference during which all of the principals and guidance counselors were present. The staff did an amazing job covering all areas of mental health.
  • She ran in the DeLaura 5K which raised money for a new sign on the road.
  • She thanked Dr. Soliven.  Dr. Soliven was given marching orders to do something amazing at Palm Bay High and she blew it out of the park with the P2P (Pirates to Panthers)  program. Students can be dual enrolled at FIT free of charge. If they maintain a 3.0, FIT has guaranteed admission to FIT upon completion of high school at Palm Bay High.  She thanked FIT for its partnership.

Misty Belford

  • On February 14, she had the opportunity to attend a luncheon put on by the Titusville Chamber held in appreciation of educational business partners.
  • She thanked the Space Coast Association of Realtors for all they do for our schools and student initiatives.
  • She gave a shout out to Atlantis Elementary for their Jump Robe for Heart campaign. They raised almost $22,000 for the cause.
  • She concluded her Florida Education Leadership experience. She thought that maybe they should schedule some workshop time with Ben Jackson of TNTP.  
  •  She gave a shout out to the facilities team. Facilities invited an HVAC team to look at our facilities. This team was absolutely thrilled with the work that had been done.

Andy Ziegler

  • He thanked FIT,  FIT president  Dwayne McCay and Dr. Soliven for the exciting things happening at Palm Bay High with the P2P program.

Desmond Blackburn

  • He personally and professionally acknowledged the men and women of color who weathered the storm of segregation and walked us into our current reality.  Dr. Blackburn said that we are all extremely grateful. 
  • On February 19, all of the principals, counselors and administrators joined them for an event. Also participating were Gary Shiffrin and Dan Bennett.  The event was all around keeping children emotionally and physically safe.
  • He thanked the Melbourne community for coming out to Lipscomb Center for a family resource event. 

John Craig

  • He thanked FIT for the P2P. 
  • He attended the  Edgewood AP Capstone presentations. He said that he was blown away at the caliber of the presentations. 
  • He congratulated Astronaut High School principal, Krista Miller for being named one of the four under forty from Lead Brevard.

The reclassification/transfer of Mark A. Zeiler from the position of Media Specialist Sr. at Space Coast Jr/Sr High School to the position of Assistant Principal (10 month) at Rockledge High School, on annual contract, effective February 28, 2018. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

 

The reclassification/transfer of Shaun K. Vest from the position of Teacher on Assignment at Fairglen Elementary to the position of Assistant Principal (10 month) at Saturn Elementary School, on annual contract, effective February 28, 2018. Annual salary based on grade 22 of the Nonbargaining Salary Administration Program.

8. Health First Check Presentation

Minutes: Matt Reed facilitated the presentation.  The check from Health First Health Plans is for a grant which will help enhance physical education programs at ten middle schools throughout the district.

Minutes: 

Debra Greco, business representative for the Local 1010 presented the information.

Of the 3,211 members, 430 voted.

Thirty-three were a no vote; one was void and 396 voted yes.

Minutes: 

Mr. Susin thanked Mark Langdorf for working with Cigna to approve a new back surgery through Duke Spine Institute.

Mr. Ziegler invited everyone out on Saturday to recognize the Melbourne High School's Crew team's 40th birthday.

Ms. Belford invited everyone to the OM awards ceremony.

Mr. Craig asked for the board's support of a comprehensive athletics study as some of our facilities are not in the best shape.  Board members concurred.
