Employee Benefits Consulting Services

Discussion

Brevard Public Schools establishes a contract  for benefits consulting services in support of the management of its medical/behavioral/pharmacy self-funded healthcare plan, as well as in the selection of all other voluntary employee benefits programs. Consulting services support critical operational activities and provide sound segregation of duties including, but not limited to, the following:

  • General and technical guidance on benefits issues to include market analysis, trends, contract negotiations, statute interpretation/implementation, and cost-containment methodologies.
  • Benefits program policy and administration development support.
  • Employee communications development.
  • Federal/state legal compliance, e.g. PPACA, HIPAA, IRS code Section 125, and others as applicable.
  • Administration of federal programs such as Early Retirement Reimbursement.
  • Support of Requests for Proposals, and negotiation of renewal rates and plan provisions.
  • Provision of claims data in support of federal, state, and internal plan audits.
  • Operational liaison support between BPS' benefits function and numerous health and welfare plan vendors.

BPS participated in a Request for Proposal (RFP) jointly with the Brevard County Board of County Commissioners to consider available benefits consulting service firms. Three firms responded to this RFP: Gallagher Benefit Services, Inc; RobinsonBush, Inc. (incumbent firm); and Willis of Florida, Inc. A BPS selection committee (separate from the county government selection committee), approved by Debra Pace, Associate Superintendent HR, included the following individuals:

  • Ann-Marie Brush, Member, Superintendent's Insurance Advisory Committee
  • Jo Ann Clark, Member, Superintendent's Insurance Advisory Committee
  • Karen Maltese, Supervisor, Accounting Services and Accountant, BPS Health Plan Trust Fund
  • Debra Pace, Associate Superintendent HR
  • Susan Standley, Director, Compensation & Benefits

After careful review of respondents' qualifications and using a pre-established point system to score cost, services provided, qualifications, and experience/references, the selection committee ranked the respondents in the following order, high to low:

  1. Willis of Florida, Inc.
  2. RobinsonBush, Inc.
  3. Gallagher Benefit Services, Inc.


Recommendation

Approve the selection of Willis of Florida, Inc. to provide benefits consulting services to BPS effective 4/1/12. The term of the contract is five years and includes provisions for exiting the contract for non-performance based on agreed-upon notifications time frames. The annual fee-for-service cost is $145,000, paid monthly, and includes 15 percent at risk to the vendor if end-of-year performance assessments do not reach agreed-upon levels. This amount is approximately $25,000 less than amounts paid in calendar 2011 for benefits consulting services.
