02-28-2017 School Board Meeting


The School Board of Brevard County, Florida met in special session on Tuesday, February 28, 2017, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Florida Today newspaper on Tuesday, February 21, 2017. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Prior to the Board meeting, the Percussion Ensemble from MILA Elementary, under the direction of instructor Christine Givens, entertained the Board and viewing audience. The group performed one more number after the meeting began.

    • Purpose is to develop cognitive empathy.

9. Recognition of ABC Awards Sponsors

Minutes: 

Janice Kershaw, president of Brevard Schools Foundation, introduced representatives from Community Credit Union, the Premier Sponsor of the ABC Awards, Harris Corporation and Spectrum, both Red Carpet Sponsors.

She provided comments about their participation sending a strong signal to our teachers, employees, volunteers and partners that their hard work and dedication is noticed and respected.

Ms. Kershaw provided each with a certificate of appreciation.

10. Check Presentation and Recognition of the Boeing Company and Boeing's Employees Community Fund

Minutes: 

Ingrid Piedrahita, a Community & Education Investor, Global Corporate Citizenship, Boeing Company, provided a check to Janice Kershaw, president of Brevard Schools Foundation, for $51,461.22 to go toward the Professional Learning Opportunities for Math and Science Educators program. Six thousand dollars of those funds came from the Employees Community fund from Boeing, represented by Elaine Fitzwater.  They have helped by making critical needs grants available to the schools.

Ms. Kershaw presented them with a certificate of appreciation.

Minutes: Mr. Ziegler reported that he and Mr. Langdorf, director of Risk Management and Employee Benefits, went to a forum in Tampa on a new way of health care administration. He thanked Mr. Langdorf and suggested that all of the Board members do a little homework on this model (Cost Plus). He is excited about the potential for savings. Chairperson Belford asked for him to forward this information to all Board members.
39. CTE Aviation Facility Eau Gallie High School

Minutes: Mr. Susin thanked Dr. Blackburn and Mr. Theodore to in helping to further set up an Aviation Tech Program at Eau Gallie High.  There is a grant that is applied to this and must be implemented by June 30, 2017. He said that it is already moving forward. He just wanted to see if any Board members had any questions.
40. FSBA Legislative Committee

Minutes: 

Chairperson Belford is the Brevard representative on FSBA's legislative committee as well as the advocacy committee. She said that one of the "asks" from those committees is for districts to send up a representative to Tallahassee in addition to the FSBA Day in the Legislature. After some discussion, it was determined that it will be important to have as much presence during session as possible. Dr. Blackburn is going to meet with Nick Iarossi from Capital City (the district's lobbying firm) to determine when is the best time for members to travel to Tallahassee and with whom they should meet.

41. Leadership in Education Program

Minutes: 

Brian Dassler, Deputy Chancellor for Leadership in Education, nominated Chairperson Belford for the Leadership in Education Program.  Chairperson Belford wanted to know the thoughts of the rest of the Board members on her applying as it entails $1,950 for tuition fees as well as travel and hotel costs.  

Board consensus was that it is a good opportunity for Brevard to have a say in how we continue to transform educational opportunities.

Minutes: 

Dr. Blackburn made some comments about the Start with the End in Mind Conference that was held at Viera High School on February 25. He explained the keynote speaker, Michael Reed, was a BPS BLAST student and spoke of his journey through school and how the various programs and support  he received helped him to where he is today. Dr. Blackburn further commented that after hearing this young man, two thoughts came to his mind; one was pride and the other was how to provide every family that same experience. 

He mentioned that 800 BPS students in grades 7-12 participated in three regional science and engineering fairs. One award provided were FIT scholarships which totaled 2.5 million dollars.
