Change Order #1 for Closeout of DeLaura Middle School HVAC Upgrades - Phase 1


On 3/11/2014 the School Board approved Amodie Engineering and Construction, Inc. to provide design-build services to replace the DeLaura Middle School central HVAC Plant and piping system at under their continuing contract for design-build MEP services for a Guaranteed Maximum Price (GMP) in the amount of $1,808,417.00.


The work has been completed.  A project cost audit has been performed by Carr, Riggs & Ingram, resulting in a deductive Change Order for unspent Contingency, Sales Tax Savings, Owner Direct Purchases (ODP) and Audit Adjustment in the amount of ($584,661.00). The $452,427.00 ODP portion of the credit is an administrative change only because the material and equipment was purchased directly by the District for installation by the design-builder. The remaining credit of $132,234.00 for unspent Contingency, Sales Tax Savings and Audit Adjustment will be returned to the Capital Fund for use on future projects approved by the Board.


The Contract Time is increased by 172 days to extend the Date of Final Completion from October 10, 2014 to March 31, 2015.  The Date of Substantial Completion remains unchanged. 


Because the cost of construction is over $300,000, the Florida Department of Education (FDOE) requires the Superintendent to sign the Certificate of Final Inspection (OEF-209) following certification by the Engineer/Architect of Record and the Building Official.


Approve Change Order #1, accept the project as complete and authorize release of final retainage to Amodie Engineering and Construction, Inc. for closeout of the DeLaura Middle School  HVAC Upgrades - Phase 1 Project.  Change Order #1 will decrease their GMP by ($584,661.00) to $1,223,756.00 and extend the Date of Final Completion by 172 days to March 31, 2015. 


Authorize the Superintendent to sign FDOE OEF Form 209 - Certificate of Final Inspection for the project.
