03-14-2017 School Board Meeting


The School Board of Brevard County, Florida met for its Regular Meeting and Public Hearing on the Elementary Social Studies Textbook adoption on Tuesday, March 14, 2017, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in Florida Today on Wednesday, February 15, 2017. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: A moment of silence was held for three members of the BPS family who had recently passed away: Roxanna Woerner, a teacher from Cambridge Elementary, John Spioch, an 11th grade student from Titusville High and Gene Justice, a Central Area bus driver.

Minutes: 

Prior to the Board meeting the Chamber Orchestra from Melbourne High, under the direction of Michelle Fry and Gary Mousseau, entertained the Board and viewing audience.  They played one additional number after the meeting began.

    • Shout out to Jeff Arnott and his staff
    • One of the best adult education programs in the state 
  • Had the opportunity to attend the Wizard of Oz at Eau Gallie High
    • Wonderful performance

    • Great Program

John Craig

  • Visited Teresa Sikora's 5th grade class at Andersen
    • Delivered a mini-grants check from Brevard Schools Foundation for the class rocket project.
    • Class was discussing Bernoulli Principle and 5th grade student beat Mr. Craig as he understood the principle better than Mr. Craig.
  • Congratulations to West Shore boys for being named 2A state soccer champions and Merritt Island girls for being named 3A state soccer champions. The Merritt Island boys were state runners up in soccer.
  • Congratulations to Matt Cates from Palm Bay High who won the state wrestling championship in his weight class.

Matt Susin

  • Attended robotics competition in Orlando
  • Happy to report that the aviation center at Eau Gallie High is coming along
  • Shout out to Suntree Elementary

 Misty Belford

  • She had the opportunity to join Space Coast Odyssey of the Mind
    • Creativity of students is amazing
  • Delivered checks for mini-grants to Atlantis
    • She thanked the teachers for the ideas and the foundation for all of the work they do to raise those dollars
  • She recently attended the materials adoption conference
    • Excellent event
  • Thanked fellow board members for still smiling after long day that began at 8:00 a.m.

Chairperson Belford declared the public hearing open at 6:31 p.m.

The following persons addressed the Board with comments:

  • Doug Murphy - World History Textbook Adoption
  • Lee Boyland - World History Textbook Adoption
    • It was realized that both Mr. Murphy and Mr. Boyland were speaking about the textbook materials that were on for information, not for the public hearing.
  • Hamilton Boone - Elementary Social Studies Textbook Adoption
    • Mr. Boone was the only parent that submitted petitions during the open time frame.

Hearing no further speakers, Chairperson Belford closed the public hearing at 6:43 p.m.

There was discussion among the Board members regarding this process as it seemed counterproductive to hear petitions after the Board had voted to approve in a prior Board meeting.  That vote took place on January 24, 2017.

  • Regarding budget priorities, he wanted to make certain that the public knows that the budget workshop was the beginning of discussions, not a finalized budget

Andy Ziegler

  • Wanted to let everyone know that the south area art and science fair would be held the following evening

  • Wanted to let everyone know that they are working on expanding the trades and construction programs at Astronaut, Melbourne and Palm Bay
40. Tina Descovich - Lice Policy

Minutes: 

Ms. Descovich wanted to voice concerns about the current BPS lice policy, in particular the fact that there is no notification if there is a case in a classroom.  She also had some issues about students being allowed in class with nits.

Dr. Thedy, Assistant Superintendent of Student Services said that the district works in conjunction with the Department of Health and the BPS policy is in alignment with their recommendations.  

There was significant discussion among Board members.

Dr. Blackburn asked to give staff an opportunity to look at factors surrounding the policy and allow staff to determine whether to bring the policy back for changes or to keep it the same. The Board agreed.
