The School Board of Brevard County, Florida met in regular session on Tuesday, March 23, 2010, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Florida Today newspaper on Thursday, March 11, 2010 and the affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

7. Recognition of the 2010 Teacher of the Year and Finalists

Minutes: Dr. Binggeli introduced the 2010 Teacher of the Year Finalist and the district winner, Christina Donahue for Atlantis Elementary. Dr. Binggeli and Chairman Kneessy congratulated them and presented them with an engraved clock for all their accomplishments.

8. Recognition of the Principal Supporting the Arts Award in Brevard Schools

Minutes: 

Dr. Binggeli introduced Christina Delorey, President of the Brevard Art Educators Association, who announced the Principals nominated for the Principals Supporting the Arts Award.

Ms. Delorey introduced Dr. Sue West, Art Teacher at Viera High School. Ms. West announced Mark Tormoen, Viera High School Principal as the 2010 Brevard Art Educators Association's Outstanding Principal Supporting the Arts Award. Dr. West thanked Mr. Tormoen for his support and dedication of the arts.

Mr. Tormoen was congratulated by Chairman Kneessy and Dr. Binggeli who presented Mr. Tormoen with a framed artwork created from two Viera High School students, Angelica Padilla and Lloyd Markley.

9. K-12 School Board Student Art Show Recognition

Minutes: Dr. Binggeli introduced Peggy Nolan, Visual Arts Resource Teacher, who announced the winners of the 2009-2010 K-12 School Board Art Show.

Minutes: 

Judy Preston, Assistant Superintendent of Financial Services, gave the Board and the viewing audience an update on the District's Budget. Ms. Preston cover areas such as the Critical Needs 0.25 Mill and the ARRA (American Recovery and Reinvestment Act) Funds. She also spoke on issues to watch which includes the 2010 Quality Counts Report and the Legislative Budget Proposals.

Discussion ensued amongst the Board and Ms. Preston regarding the projected budget amount for the upcoming year and how the district has already been financially impacted over the last few years.

Ms. Preston clarified that if the Board does not approve the 0.25 mill again this year, the State will penalize the district as well as loose the compression dollars.

The Board asked for clarification on what the State is looking at regarding class-size reductions. Dr. Binggeli stated the he would be heading to Tallahassee with the other 66 Superintendents to get clarification on class-size.

Dr. Brian Binggeli updated the Board on the Budget Review Process and what it entailed. He reminded the Board about the Budget Workshop on April 13, 2010 were he would announce his recommended cuts in the different tier levels.

Mr. Jordan questioned on the criteria and thinking while going through the district's budget.

Ms. Kneessy requested that the Board receive the budget information as quickly as possible for the April 13, 2010 Budget Workshop. Dr. Binggeli stated that Senior Staff will be meeting as late as April 12, 2010 to discuss information regarding the budget workshop.

Mr. Jordan requested that Dr. Binggeli communicate and potential changes to the employees. Dr. Binggeli informed the Board that we know what we owe to the people in the organization.

She also stated that the Board would not respond to issues this evening but the Superintendent would investigate the concerns and respond in a timely manner. 29. Elementary Mathematics Textbook Adoption

Minutes: 

Mr. Ziegler pulled this item to discuss whether the district should spend $5 million dollars on math textbooks giving our current budget situation.

Ms. Kneessy stated that she is a math teacher at BCC and understand the math standards. The textbooks are paid by funding from the state. She stated with this new math series, our students will be more prepared to be in more competitive jobs in the state and around the country along with several other reasons why this adoption is so important to the teachers as well as the students.

Ms. Kneessy stated that the district can not use this money to save teachers jobs or anythings else but the textbooks.

Lynn Spadaccini, Director of Elementary Programs, explained to the Board that the State passed the standards in 2007 and phased in the Next Generation Standards. Students will be tested on the new standards on the 2011 FCAT.  Ms. Spadaccini went on explain how the district implemented the move from one set of standards to another. 

Mr. Jordan stated that he was very impressed with the quality of the new series and the methodology that the teacher would be able to use with these new standards. Ms. Spadaccini stated that it is a full year process for our textbook adoption and it has served this district well.

Mr. Ziegler commented about the funding requirements. Ms. Betty Dunn, Assistant Superintendent of Student Services, explained that these are categorical dollars that have to be used within a two year period. Ms. Dunn stated that the district does not want to implement and train in the same year. 

 



Motions:
Approve the adoption of Pearson Education, Inc., publishing as Scott Foresman, Scott Foresman-Addison Wesley enVisionMATH, Florida 2011 as the district unified Elementary Mathematics Program for all K-5 students. Approve the adoption of Glencoe/McGraw-Hill Florida Math Connects Plus: Course 1, 2011 as the district unified Elementary Mathematics Program for all grade 6 students. Schools will be provided implementation components for each teacher of grades K-6, including ESE teachers. Professional development on the use of these materials will also be provided.- PASS

Minutes: 

Ms. Henderson stated that she attended the opening of the new sports complex at Rockledge High School.

Mr. Jordan had no report.

Dr. Murray mentioned that she attended the pep rally for the State Champion Girls Soccer Team at Merritt Island.

Dr. Murray stated that she would like to dedicate the song "We are the Dreamers" , sung by the Andersen Elementary Chorus, to the Florida Legislature in hopes they will watch this performance and realize how important our school funding is to support the children throughout the state of Florida.

Mr. Ziegler made a comment regarding the Rockledge High School Athletic Complex.

Mr. Ziegler noted that he toured Meadowlane Intermediate with Councilman Milo Zonka of Palm Bay.

Mr. Ziegler also noted that he joined Judge Majeed at West Shore Jr./Sr. High School to speak to the student on the dangers of texting and driving. His topic is "Click on/Click Off". Great message great presentation.

Mr. Ziegler mentioned that he was a chef at Men Cooking from the Heart for the Boy's and Girl's club. He stated that Mr. Jordan has participated in year's past as well.

Ms. Jordan stated that he will participate in Men Cooking from the Heart in Titusville on Sunday, March 28, 2010 at the Lacida Country Club.

Ms. Kneessy wished all a safe journey to those who are traveling to Tallahassee for Legislative Days especially Ms. Preston.

Ms. Kneessy did a random act of kindness recognition to Helen Varner, employee at Cocoa Beach in the cafeteria and then Roosevelt Elementary in Child Care. Ms. Kneessy went on the explain that after Ms. Varner worked all day at the two schools, she attended the Cocoa Beach Fine Arts  at the Performance Center to cheer on "her kids". Ms. Varner children are all grown but attends performance for the students and their accomplishments. Ms. Kneessy encouraged the other Board Members to do the same if they come across other random acts of kindness.

Ms. Kneessy requested information on how Heritage High School gets their grade since it is not a fully implemented school. She would like to know how it will be compared, graded, and if Heritage is going to be penalized, would like to get the correct information to the public. 

Ms. Kneessy requested the district take another look at having study halls or extended learning time for some of our students and its cost effectiveness.

Dr. Murray stated that she was not oppose to study halls but with her experience stated that it was difficult to get quality study hall monitors.

Ms. Kneessy requested the district send a reminder to the building principal to remind the teachers to honor spring break for students and not give homework for everyday of the break.
