Architectural and Engineering Services - Discovery Elementary School and Roosevelt Elementary School


Discovery Elementary School and Roosevelt Elementary School are included in the sales surtax funded project list. Both campuses have sales surtax cost estimates (as indicated on Attachment F) in excess of the $2,000,000 threshold for utilizing the District's continuing services contracts. Since a competitive selection process is required for both of these schools, combining the projects may achieve some economies of scale and potentially better pricing.

For this project we are utilizing a design-build process, which starts with developing a Design Criteria Package (DCP) that is then used in the Request for Proposals for design-build services. The DCP, which is required by 287.055 F.S., provides a basic framework of requirements for the services required. The design-build firms then submit proposals that meet the criteria but may have differing approaches and costs; the best value for the District is selected. The design-build contract will be submitted for Board approval following the conclusion of the competitive selection process.

The DCP will address all components identified in Attachment F for both schools including Educational Technology and District Security. BRPH has submitted a not-to-exceed proposal under their continuing contract for Architectural/Engineering Services to develop the DCP plus the subsequent contractor selection and construction administration. The Design Criteria Professional is required to provide these services by 287.055 F.S. in order to represent the District's interests throughout the project.

The cost of the DCP is $17,500 at each school. Contractor selection and construction administration total $17,500 at each school. The total project budget for each school is $40,000: $35,000 for professional services and $5,000 for administrative costs. The projects are funded through the sales surtax. Services are paid on a time and materials basis. Although the proposal includes services through construction, the initial work is the development of the DCP.

Board approval is required for a Purchase Order over $25,000. In order to start the work necessary to issue a Request for Proposals (RFP) for a design-build firm, approval is requested as a consent agenda item without prior information. Because the RFP process takes several months, staff is initiating work on the projects scheduled for 2016.


Approve the total project budget for preliminary architectural and engineering services for Discovery Elementary School and Roosevelt Elementary School not to exceed $80,000. ($40,000 for each school).

Approve the proposal submitted by BRPH under their Continuing Contract for Professional Services in an amount not to exceed $70,000 for developing the DCP, contractor selection and construction administration ($35,000 at each school).
