Fairglen Elementary School, Kennedy Middle School and Saturn Elementary School - Design Build Contract and Preconstruction Services - RFP #P-16-070-DR - SALES SURTAX
The facility renewal projects at Saturn Elementary, Fairglen Elementary and Kennedy Middle School are ranked thirteenth, eighteenth and twenty fifth on the priority list for projects funded by the sales surtax. Because the scope of work exceeds $2 million at each school, the District issued a Request for Proposals for design build services for three schools as a single project, with costs allocated by school.
Proposals were received from four (4) design build teams based on the Design Criteria Package (DCP) prepared by BRPH under their continuing services contract. The DCP is based on the Sales Surtax Funded Detailed Report (Attachment F) for each school and also includes any Code deficiencies noted by BRPH and the District's Building Official. The School Board authorized staff to negotiate with Welsh Companies, the top ranked proposer, at their April 12, 2016 meeting.
Welsh's proposal as the design builder includes RZK as the lead designer with specialty design services provided by DDC Engineering, TLC Engineering and MBV Engineering. Welsh will coordinate the design and conduct all other preconstruction activities (such as estimating, subcontractor bidding, developing the Guaranteed Maximum Price (GMP), determining owner direct purchases, scheduling and coordination with District staff and school-based staff).
The estimated budget, based on Attachment F, is approximately $2.9 million for Kennedy, $4.4 million for Saturn and $3.9 million for Fairglen. The scope of work includes the District School Security elements and some Educational Technology elements as well as design to correct identified Code deficiencies. All sales surtax costs will be reported by school, by group and by category.
In addition, the DCP for each school identified ancillary issues that should be addressed with the project. Design, where needed, is being funded through capital. Capital funding at Fairglen is for design of an accessible ramp to the stage, lift station renewal and renewal of air handling units (design fees $28,000). The lift station and air handling units are surtax-eligible, but not included in Attachment F. Contingency funding, capital funding or deferral will be options if the construction budget cannot absorb these components. The accessible ramp would be funded with ADA funds.
Capital funding at Saturn is for design to remove the diesel fuel tank and to fix a storm drain inlet (design fees $2,646.50). Capital funding at Kennedy is for design to address site drainage to relieve flooding and for adding a water fountain at the playground (design fees $12,331.54). The items at Saturn and Kennedy are not surtax-eligible.
The preconstruction services proposal is $202,040.19 for Kennedy, $273,647.83 for Saturn and $231,950.77 for Fairglen. Estimated staff time to be charged to the project is $6,000 for each school. The GMP Amendment for construction will be submitted in late summer 2016 for School Board consideration. The project is funded by the sales surtax and is included in the reporting to the Independent Citizens Oversight Committee.
Board approval is required for purchase orders over $50,000. In order to expedite the work, approval is requested as a consent item without prior information.
Because the procurement was done through a competitive request for proposals process, a contract is also required with the design builder. The draft contract was provided to the proposers as part of the request for proposals process.
Approve the budget for preconstruction services in an amount not to exceed $208,040.19 (of which $12,331.54 is capital) for Kennedy Middle School, $279,647.83 (of which $2,646.50 is capital) for Saturn Elementary School and $237,950.77 (of which $28,000 is capital) for Fairglen Elementary School.
Approve the execution of the design build contract with Welsh Companies for RFP #P-16-070-DR for Kennedy Middle School, Saturn Elementary School and Fairglen Elementary School.
Approve the preconstruction services proposal from Welsh Companies in the amounts not to exceed $202,040.19 for Kennedy Middle School, $273,647.93 for Saturn Elementary School and $231,950.77 for Fairglen Elementary School
