04-26-2016 Special School Board Meeting


The School Board of Brevard County, Florida met in special session on Tuesday, April 26, 2016, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, March 31, 2016. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: 

Trinity Hager, 6th grade student from Coquina Elementary, led the Pledge of Allegiance.

As part of the Pledge, Chairman Ziegler introduced members of the Army Jr. ROTC from Astronaut High under the direction of Chief Warrant Officer, Dodd Mitchell.  These students presented the colors while the Pledge was recited.

Minutes: 

Prior to the Board meeting, the Intermediate Strings from Coquina Elementary, under the direction of music specialist Aubrey Gamble, provided entertainment.

After the meeting began, the Coquina Cougar Chorus performed one additional number.

Prior to the adoption of the agenda, Chairman Ziegler offered his fellow Board members an opportunity to recognize any students, staff or community members.  During this time, he welcomed Senator Thad Altman and Representative Ritch Workman and offered them an opportunity to say a few words.

7. All American Flag Act

Minutes: 

Chairman Ziegler asked Michelle Irwin, director of Community Relations, to facilitate the presentation.

Molly Howard, a recent graduate of Viera High School presented an orginal, signed certificate of the All American Flag Act legislation to the School Board as a thank you for supporting the effort.  Ms. Howard also made some comments.

8. Check Presentation and Recognition of Harris Corporation

Minutes: Brenda Sheets, president of Harris Foundation, along with Lisa Davidson, grants and program manager of the Community Foundation for Brevard, presented a check to Janice Kershaw, executive director of Brevard Schools Foundation, for $95,000.  These monies will be used for STEM initiatives.

11. Brevard Vets Back to Class Update

Minutes: Veteran Don Weaver provided the Board and viewing audience with an update on Brevard Vets Back to Class effort.  He told the Board that over sixteen veterans from all branches of the military in conjuntion with the Joe Foss institute have created the largest speaking project in the southeastern United States and the third largest program in the country behind Houston and Chicago.

Minutes: Mrs. Belford commented that she wanted the Board to have a public discussion regarding following policies.  She wants to make sure that staff  feels comfortable to come to the Board in the event they felt a policy was keeping them from doing what was in the best interest of students and the district.  
43. Discussion Point - Live-in Security Contracts - John Craig

Minutes: Mr. Craig asked Dr. Blackburn to have staff look in the contracts/agreements the district has with the security trailers that are lived in on various campuses.  He would like to have some research on what the benefits may be and what the long term recommendations in regards to these agreements.
44. Board Discussion Point - School Board Member FSBA Legislative Committee - Andrew Ziegler

Minutes: 

Mr. Ziegler asked Mrs. Henderson to reconfirm whether or not she will continue as the FSBA Legislative appointee to which she agreed and Mrs. Belford will continue as the alternate.

45. Board Member Reports

Minutes: 

Mr. Ziegler brought up a concern that he has been hearing.  He said the level of stress and angst in students and staff in regards to testing is way beyond what it was last year. He feels that some of the issues revolve around computer based testing and said maybe it is time to elevate our stance to opting out of computer based.

There was more discussion about issues with testing and some possible ways to alleviate some of the stress.
