Discovery Elementary School - Design Build Services
The sales surtax facility renewal project at Discovery Elementary was constructed over the summer of 2016. At the time the project was designed, the failing wastewater treatment plant was identified as an unfunded need and the design was included in the scope of work for the design builder (Wharton Smith).
The replacement of the wastewater treatment plant was deferred while the staff consulted with the City of Palm Bay as to their plans for municipal sewer in the area. Eventually, the City is planning a force main along the St. Johns Heritage Parkway to serve future development. Once this force main is in place, the District could extend a sewer line (approximately 6300 feet) and connect to the municipal system. The cost to the District for either alternative (replace the plant or extend the sewer) was estimated to be approximately the same.
District and Palm Bay staff have met intermittently to discuss the project. Unfortunately, the City is not able to provide a commitment as to when the force main would be available and the plant continues to deteriorate.
Consequently, the staff requested a Guaranteed Maximum Price (GMP) proposal from Wharton Smith, Inc. under their continuing contract for design build services. The design is already complete. The GMP submitted is $444,371.00. Administration and permitting expenses are budgeted at $20,000.
Although eligible for sales surtax funding, there is not sufficient facility renewal contingency available to fund the project. The approved FY 2017 capital plan included funding for this project.
Board approval is required for purchase orders over $50,000.
Approve the project construction budget for replacement of the Discovery Elementary School wastewater treatment plant in an amount not to exceed $464,371.00
Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc. for the replacement of the Discovery Elementary School wastewater treatment plant in an amount not to exceed $444,371.00
