Agenda Item #25
Space Coast/Enterprise Central Energy Plant - Award of Bid
The performance of the Space Coast/Enterprise Central Energy Plant has deteriorated since becoming operational in 2009. This project will replace failed equipment (meters, sensors and valves) to allow the plant to operate under the intended design conditions. Upon replacing all failed components and testing the plant with fully operational equipment, modifications will be made to the programming as necessary to optimize the plant's performance.
The bid documents were produced in-house, based on a study by OCI Consulting Engineers under their Continuing Contract for MEP services.
Bids were solicited from all six Continuing Contractors for HVAC Service and Repair. In addition to the lump sum bid of $101,270 from Air Mechanical & Service Corporation, the project will require a not-to-exceed amount of $2,000 for permitting, inspection and administrative costs. No contingency has been budgeted for this project.
Because optimization of the chillers and thermal storage system will conserve energy, Energy Conservation funding will be used in conjunction with the Maintenance repair funding for this project.
Board approval is required for purchase orders over $50,000. In order to expedite the work, approval is requested as a consent item without prior information.
Approve the total project budget for the Space Coast/Enterprise Central Energy Plant modifications in an amount not to exceed $103,270.
Award the bid to Air Mechanical & Service Corporation, AMSCO, in the amount of $101,270 under their continuing contract for HVAC Service and Repair.
