Stone Middle School - Design Build Services - SALES SURTAX
Stone Middle School is funded in year 2 of the sales surtax program. The District awarded a design build contract and preconstruction services to Wharton Smith, Inc. in January 2017 following a competitive request for proposal process. The Board approved the initial Guaranteed Maximum Price (GMP 1) at their March 28, 2017 meeting. GMP 1 addressed the roofing, mechanical system renewal, controls and a small portion of the electrical scope in an amount not to exceed $4,666,283.
Wharton Smith, Inc. has submitted a follow up Guaranteed Maximum Price (GMP 2) to address the remaining scope items to the extent allowed by the funding available. The scope of work includes adding student computer stations and laptop charging stations (educational technology infrastructure), replacement of four water heaters, replacing the sanitary plumbing line adjacent to Building 3 and the remaining electrical system renewal.
At this time the scope of work does not include the resolution of the building envelope issues identified for Building 6 and 7. Wharton Smith is continuing to work with the Plant Operations and Maintenance team to identify the solution(s) and the extent to which contracted services are needed. The intent, at this time, is to utilize project contingency, sales tax savings and other unused resources as the project progresses to fund this work. However, additional resources, either through capital or sales surtax contingency may need to be allocated to the project for this scope.
The proposed GMP 2 is in the amount not to exceed $553,054. Administration and permitting costs were previously budgeted.
GMP 2 exceeds the Attachment F Funded Detail Report by approximately $22,000. Because this is less than 1% of the total cost of the project, the recommendation is to budget this amount through capital rather than reducing scope. Also note that capital may be temporarily budgeted for the Stone sales surtax project until the May sales surtax revenue is received. There will be minimal project expenditures until summer construction commences.
Board approval is required for a purchase order over $50,000.
Authorize the project construction budget increase in the amount of $553,054 of which up to $22,000 may be funded through capital.
Approve GMP 2 submitted by Wharton Smith for the Stone Middle School facility renewal project in the amount not to exceed $553,054.
