Title
2010 Performance Contracting Initiative

Discussion

The Office of Facilities Services believes it is necessary to enter into a Performance Contract with an Energy Service Company (ESCO) to adequately maintain and renew the District's HVAC and electrical infrastructure because sufficient capital outlay funding will not be available in the foreseeable future for this purpose.  An executive Summary of this proposed Initiative is attached.

The Performance Contract will be funded by the guaranteed savings to the Operating Budget generated by reductions in utility costs from energy-savings equipment and projects.

This Agenda Item is for approval to solicit proposals only.  The recommendation for approval of the selected ESCO will be submitted as a separate Agenda Item.



Recommendation
Authorize Facilities Services to solicit proposals from Energy Service Companies (ESCOs) for a Performance Contract.
