Title I Part A Grant Application

Discussion

The district application for federal Title I Part A and American Recovery and Reinvestment Act  (ARRA) Title I funds is being prepared for on-line submission to the Florida Department of Education (FLDOE) by June 30th.  A complete copy will be available prior to the June 16th board meeting.  This application will request $6,351,304 in ARRA Title I funds (the amount remaining after the district's earlier application for $2,488,800). The total amount of ARRA Title I funds ($8,840,104) will be available for 27 months, effective upon approval of this grant application. The application also requests $13,078,543 in NCLB Title I Part A funds, which is the district's preliminary allocation for FY10; the final allocation figure has not yet been released.

As previously approved by the board, this application includes the addition of 18 schools to the Title I program, for a total of 49 public schools (including 4 charter schools).  Fifteen private schools have also chosen to participate in the Title I program next year. The program will include grades PK - 12. All required NCLB set-asides are included in the budget. Using both Title I Part A and ARRA Title I funds, the following services will be provided:

  •   Academic support services for struggling students
  •  Professional development for teachers to ensure high-quality instruction
  •  Parent involvement activities and programs to increase parents' capacity to support their children's learning
  •  Prekindergarten services in selected Title I public schools

The emphasis of Title I spending next year will be on preserving teacher positions to positively impact student achievement. Teacher salaries and benefits will constitute the bulk of the budget. Additional budgeted items include instructional support materials and software, professional development and parent involvement costs, a very limited amount of replacement equipment, and the operating expenses of the district Title I office.  Except for the addition of schools, there are no significant changes in the program.



Recommendation
Approve the district's application for Title I Part A and ARRA Title I funds.
