Sherwood Elementary - HVAC System Design Services (SALES SURTAX)

Discussion

The HVAC chiller plant serving the entire campus at Sherwood Elementary School is failing. This work is included in the funded sales surtax list for Sherwood Elementary (Attachment F), but is not scheduled until later in the program. 

Because the chiller is failing, the District engaged OCI Associates, Inc. to develop the specifications for the chiller replacement so that the chiller could be ordered for summer 2015 installation. Ratification of the emergency purchase order for the chiller is also on the Board's May 26 agenda.

In developing the specifications for the chiller, OCI worked with the District's energy conservation staff engineer to optimize the system to reduce initial equipment costs and long term energy costs. This requires additional HVAC system modifications that should also be implemented as soon as practical. Therefore, the design services scope includes not only the initial chiller specifications, but also the remaining HVAC and related electrical system components to complete the project.

The design services fee proposal is not to exceed $38,960 and will be funded by the sales surtax. Although Sherwood Elementary is scheduled later in the priority list, sufficient sales surtax cash flow is available to support the HVAC system improvements earlier in the program. The remaining facility renewal projects at Sherwood Elementary will be scheduled in accordance with the priority list.

School Board approval is required for a purchase order over $25,000. In order to expedite the design, approval is requested as a consent agenda item without prior information.



Recommendation
Approve the fee proposal from OCI Associates, Inc. under their Mechanical, Electrical, Plumbing & Fire Protection Engineering Services Continuing Contract in an amount not to exceed $38,960 for Sherwood Elementary School HVAC System Project.
