Agenda Item #23
Brevard Public Schools ESOL Endorsement Program
The State Board of Education approved new Florida Teacher Standards for ESOL Endorsement which were adopted into Rule 6A-4.02451 in March 2010. Each district is required to have its English for Speakers of Other Languages (ESOL) Endorsement Program approved by School Board every five years. The Brevard County ESOL Endorsement Program is attached for review and approval. The program requires successful completion of all five domains of the ESOL standards as embodied in the following ESOL three-semester-hour-equivalent courses: ESOL Culture; ESOL Applied Linguistics; Methods of Teaching ESOL; ESOL Curriculum and Materials Development; and ESOL Assessment. The Office of Professional Learning and Development offers at least 25 ESOL 60-hour courses free of charge to our teachers each year, with priority seating for BPS teachers who are out of field for ESOL or who need 60 or 18 hours of ESOL training to comply with state statutes and rules. Three thousand, three hundred eighty-two (3,382) teachers and administrators have completed one or more ESOL courses in the current five-year program validity period. A total of two thousand seventy-six (2,076) reading, English, and elementary teachers have completed 300 hours of training in the ESOL Program and have added ESOL to their certificates through this extensive professional development program. Teachers who are teaching English Language Learners (ELLs) out of field for ESOL can add ESOL to their teaching certificates upon successful completion of the program, with district funds being used to pay the certification fee. Administrators and teachers of subjects not requiring certification also take their 60 or 18 hours of ESOL training at no charge; professional development funds are used to pay instructors and purchase materials for this training. The Brevard Public Schools' ESOL Endorsement Program and status report to DOE including program evaluation are attached. Please contact Dr. Jane K. Respess if you have questions or concerns about this program.
Approve the Brevard Public Schools ESOL Endorsement Program and Direct Dr. Jane K. Respess to send it to the Florida Department of Education for state approval.
