The School Board of Brevard County, Florida met in special session on Tuesday, May 26, 2015, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, May 14, 2015. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Mr. Craig pulled this item and explained that this is the first time he has seen an item moved forward on the priority list (sales surtax) and wanted to use this as a learning opportunity. 

Sue Hann, director of Planning, Design and Construction, explained that the assessements were done over a year ago and as time goes by, they are seeing things failing faster.  They want to pursue projects in a manner that makes sense.

Minutes: 

Mrs. Belford had asked for this to be discussed as this has been brought before the Board on numerous occasions. 

Mrs. Kneessy interjected clarification that the public speakers have been requesting to have sexual orientation and gender identity added to the non-discrimination notice. 

There was discussion among the Board.  Mr. Ziegler asked if adding those two terms put us out of compliance?  If there is not a legal reason, he doesn't see a reason not to add.

Ms. Henderson asked if we are currently in compliance . Mr. Bistline stated that our current policy and notice outlaws bullying for any reason. Mrs. Henderson asked Mr. Bistline to bring back a list outlining the impact of adding and if what is being asked for is already covered.

Mr. Craig said he would appreciate Mr. Bistline doing more research.  He said he would like to have the legal definitions between orientation and preference as he does not know the difference.

The Board asked for Mr. Bistline to provide more information regarding the subject.

 

 

 

 

46. Superintendent Search Update

Minutes: 

Mrs. Kneessy provided a brief update on the superintendent search. At an earlier meeting there had been discussion about having a way for the public to provide the Board with comment sheets during the public interviews. Mrs. Kneessy stated that her recommendation was to have the Ad Hoc Committee fill out the sheets.  Interested community, parents and staff would be able to provide public comments or should feel free to contact the Board by email.  The consensus was to have the process remain the same as first established.

 

47. Board Member Reports

Minutes: 

Mr. Craig said that he got to attend many graduations; he was also able to attend the Merritt Island High School Awards Ceremony which was recognition for various students who are awarded scholarships.  He said they garnered a total from what was accepted of  $2.4 M.  He attended as a Naval Academy alumni and member of MOAH to give an appointment to a young lady, Isabella Goodwin, to the Naval Academy.

Mr. Craig said the the principal of MIHS asked every student who was going to enter the military after graduation to please stand while they played a selection of music. He felt it was a very fitting tribute.

Mr. Craig spoke about the Brevard Virtual School Graduation.  He mentioned that these great kids were very accomplished and had already learned the valuable lesson of time management

Mr. Craig said after reading the notes from the last SIAC, that there were not any recommendations that were going to take any financial burden away from employees. Specifically, as a Board request, he would like to request a second plan offering (what it will look like and what the cost will be); he would also like for Willis to provide a monetary figure for combining our deductibles for medical and pharmacy and a fully funded dental plan. He feels that is a comprehensive piece of a medical plan.

Mrs. Henderson said that she spent the weekend at graduations. She mentioned that three Board members and several members of senior staff had children who graduated. She always enjoys this time of year to celebrate the successes of parents and students.

Mr. Ziegler commented how heartwarming it is witness the success of the students at this time of year.  He congratulated all of the graduates. He agreed with Mr. Craig about having a second option to our benefits plan.

Mrs. Belford echoed the sentiments about the graduations.  She said that we have some amazing kids.  Piggybacking on the comments regarding the benefits, she stated that our retiree insurance is quite a debacle. She wanted staff  to take a look at that.

Mrs. Kneessy reminded the other members about FSBA.  She would like to have an understanding of why we are always having problems with phone service and what can be done.

Minutes: 

Dr. Binggeli commented that he says this every year; but every year when he goes to the commencements; the biggest cheer doesn't go out to the valedictorian or the star athlete, but to the student who had the biggest hill to climb to get there.  As long as that is happening, he knows that our kids have character. He is very proud.

He said that the DOE audits our schools and they just went through our policies, processes and strategies regarding bullying.  They said that Brevard has done a good job.

He was happy to report the efforts of the Supply Zone who supplied items for our homeless families.
