2015 Educational Plant Survey

Discussion

The Educational Plant Survey (EPS) is a document containing all of the facility improvements (new construction and remodeling/renovation of existing space) that have been approved by the Florida Department of Education (FDOE). It is also the basis of the School District's annual Five Year District Facilities Work Program. The purpose of the EPS is to document the facility needs of the School District on a school-by-school basis and to identify which capital projects may be initiated.

The EPS is required by Florida Statute 1013.31 and must be submitted for approval every five years at a minimum. Brevard must submit a new survey by July 1, 2015. A new EPS supersedes all previous Educational Plant Surveys. Recommendations in the previous EPS that have not been implemented are not eligible for the expenditure of state capital outlay funds unless recommended in the new Survey. Intermediate updates, called "spot surveys" may be submitted at any time in order to obtain FDOE approvals for changes to the plan.

Note that facility improvements must be contained in the approved EPS in order to finance the improvement with "state" funds - COPs, RANs, PECO, 1.5 mil ad valorem revenue, etc. Improvements funded with locally generated revenue such as school impact fees and sales surtax, do not have to be listed in the approved EPS.

The EPS was  submitted to FDOE on 4/20/15 for review. The attached cocument incorporates the revisions requested by the FDOE.

The Guide at the beginning of the EPS is prepared by Facilities Services staff to provide a summary of the elements within the EPS and explain how those elements were developed. The Guide is not part of the FDOE on-line EPS submission format.

Also attached is a Resolution declaring two vacant properties to be unnecessary for educational or ancillary use.  The recommendations for these properties are contained as part of the Educational Services Facility Recommendations on Page 100 of the EPS. A resolution by the School Board and approval of the EPS by the FDOE are required for the sale of the properties.



Recommendation

Approve the 2015 Educational Plant Survey (Number 4 - Version 1).

Approve the Resolution declaring two vacant properties to be unnecessary for educational or ancillary use.
