2011-2012 Carl D. Perkins Career and Technical Education Improvement Act (Perkins IV) Grant Application

Discussion

The Office of Career and Technical Education is submitting a grant application for federal funds from the Carl D. Perkins Career and Technical Education Improvement Act (Perkins IV).  The Act required the submission of a comprehensive, five-year plan for fiscal years 2008-2013.  The 2011-2012 grant application reflects the fourth year of the overall five-year plan submitted in 2008.  The total amount of the SY 11-12 grant application is based on entitlement funding of $576,249 for Brevard Public Schools.

The purpose of Perkins IV is to improve career and technical education programs.  Required use of funds includes strengthening the academic, career, and technical skills of secondary students who elect to enroll in career and technical education programs.

In this federal legislation the major focus for secondary education involves:  (1) promoting the development of services/activities that integrate academic and career and technical instruction; (2) linking secondary and postsecondary education; (3) initiating, improving, expanding, and modernizing quality career and technical education programs; and (4) providing professional development.  To meet existing grant requirements, funds will be primarily used to support the following areas:  (1) salary and fringe for three existing resource teacher positions in the Office of Career & Technical Education; (2) staff development for educators to include industry certification, program improvement, teacher internships, and other areas as appropriate; (3) travel funds for CTE teachers to accompany eligible CTSO students to national competition; and (4) capital outlay funds to replace or upgrade equipment, software, and furniture as needed by high school CTE programs.  The Florida Department of Education establishes Perkins IV state performance measures with identified local performance targets.

This grant application includes salary and fringe for three existing CTE resource teachers.  The District is under no obligation to sustain these positions beyond the grant budget period.

A copy of the 2011-2012 Perkins grant application is available in the Office of Career and Technical Education.

In order to expedite the receipt of these funds, the application will be signed by the Superintendent and mailed to the Florida Department of Education to meet the application deadline of June 30, 2011.



Recommendation
Approve the 2011-2012 Carl D. Perkins Career and Technical Education Improvement Act (Perkins IV) grant application for federal funds in the amount of $576,249 to be submitted to the Florida Department of Education prior to June 30, 2011.
