The School Board’s Health and Wellness Center

Discussion
The Office of Employee Benefits and Risk Management completed the “Request for Proposal” process as approved by the Board in December and the committee selected a vendor to become the district’s Health and Wellness Center operator. The center if approved will focus on primary care for those employees that do not have an existing physician, prevention methods to assist employees in controlling their chronic medical conditions, help employees better manage disease, provide the district with occupational health, and provide employees with a limited pharmacy. All of these focuses will be at no cost to employees. A short presentation will be provided to the Board on May 24, 2016 that outlines the cost projection and when the Board can expect to have a return on their investment and what that may be. The first year cost to the Board’s Health Insurance Trust Fund is expected to be $3,137,361, which includes the cost of three (3) modular clinic’s including their construction and delivery ($150,000 estimate), the first year of operations in the amount of $2,587,361, and $100,000 additional funding in the event we experience unforeseen expenses. We do not expect the unforeseen expenses therefore; we hope that these dollars will not be spent.

Recommendation
Authorize the Office of Employee Benefits and Risk Management to open three (3) employee health and wellness centers starting late September or early October 2016 and each additional clinic opening every four (4) months through July 2017.
