Palm Bay High School - HVAC Renewal Buildings 9 and 17 - Construction Management Services SALES SURTAX


Plant Operations and Maintenance have identified HVAC system failures in units serving Buildings 9 and 17. The scope of work includes replacing the four rooftop package air conditioning units on Building 17 and replacing the DX air conditioning coils with chilled water coils serving Building 9 and connecting those coils to previously installed chilled water piping (completed in 2014). These failures are not included in the Sales Surtax Funded Detail Report (Attachment F) for Palm Bay High School, but the replacement project is an eligible expenditure of sales surtax funds. This project will be funded through sales surtax contingency - facility renewal.

These issues were reported to the Independent Citizens Oversight Committee at their February and April 2016 meetings as out of sequence, contingency projects.

The District engaged GRAEF, under their continuing services contract for mechanical, electrical, plumbing and fire protection engineering, to design the project. Doug Wilson Enterprises, Inc., has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $222,253.61 based on the GRAEF design. Administrative and permitting costs are estimated at $5,000.

Board approval is required for purchase orders over $50,000. In order to expedite the work, approval is requested as a consent item without prior information.



Approve the total project budget for the Palm Bay High School HVAC renewal - Buildings 9 and 17, in the amount of $235,093.61, which includes the design fee of $7,840 already encumbered from sales surtax contingency - facility renewal.

Approve the Guaranteed Maximum Price submitted by Doug Wilson Enterprises, Inc. in an amount not to exceed $222,253.61 for the Palm Bay High School HVAC renewal project - Buildings 9 and 17.
