Change to Organizational Structure of School Age Child Care
At the present time the School Age Child Care programs are operated through site based management. These programs are supported completely through parent fees. These parent fee revenues support the site expenditures including staff costs, snacks, materials and supplies, all other operational expenses, and a district indirect fee. After these expenses have been paid any available funds remaining were used at the principal’s discretion.
During these difficult times it is imperative that district SACC ensures safety, quality and sustainability of all 58 programs. On that premise, we have reviewed options for alternative methods of operation for our SACC program. The program has long engaged the input of a task force to review the operations of our programs.
The June 2, 2009 Task Force meeting focused on the critical need to change the organizational structure of the programs. This change has the potential to create a uniform standard for operations and provide improved cost efficiency. This committee overwhelming supports the re-organizational plan which we have been considering.
The plan for reorganization calls for all funds collected after July 1, 2009 to be centralized at the district. All payroll and other operational expenses would be supported through the centralized funds. Funds collected at the sites through June 30, 2009 would remain available for expenditure at the discretion of the principal.
There is only one modification required to the School Age Child Care Guidelines for the implementation of this action. This modification is to delete the procedures for the collection of District Indirect Cost Fees. (See attachment.)
Approve the district plan to change the organizational structure of the School Age Child Care programs and the required modifications to the 2009/2010 SACC Guidelines effective July 1, 2009.
