The Teacher Incentive Fund (TIF) Program
The purpose of the Teacher Incentive Fund (TIF) program is to provide financial support to develop and implement sustainable performance-based compensation systems (PBCSs) for teachers, principals, and other personnel in high-need schools in order to increase educator effectiveness and student achievement in those schools. The district will develop a proposal under the FY 2012 competition which will be based on an LEA-wide system for evaluating teachers and principals. These systems will be based, in significant part, on student growth. In addition, the district will implement systems for evaluating teacher and principal effectiveness including multiple observations. The PBCS will be part of a district human capital management system (HCMS) that will use educator evaluation data to inform a variety of human capital decisions, such as recruitment, hiring, placement, retention, dismissal, compensation, professional development, and promotion. The evaluation systems will be used to award performance-based compensation for teachers and principals. The proposal will also provide key information the district will use to develop recruitment strategies for high-need schools, identify educators for advancement, and tailor professional development for teachers and principals in a manner that can promote a more effective workforce.
Approve the writing and submission of the U.S. Department of Education Grant under the Teacher Incentive Fund (TIF) Program.
