Head Start Property Deed Transfer


As successor of the Head Start program serving Brevard County, the district receives equipment and real property in addition to the annual grant funding of $4,633,843.  The South Area Head Start preschool program facility located at 1430 Knecht Road NE, Palm Bay, Florida is the property included as part of the Head Start program.  District staff have evaluated the condition of the building for use as a school facility including structural, fire and safety assessments.  Environmental testing is in progress, with results expected by July 31, 2012. The facility will be used to provide classroom and office space for the Head Start program.


The district is required to file a Notice of Federal Interest upon receipt of said property.  This document indicates the Federal government's beneficial ownership and other interests in the property as defined by the Head Start Act.  In accordance with the terms of the Head Start Act, the restrictions on the property include, among others, the following:


The property may not be used for any purpose inconsistent with that authorized by the Head Start Act and applicable regulations.

The property may not be encumbered, used as collateral, sold or otherwise transferred to another party without the written permission of the responsible U. S. Department of Health and Human Services official.

The grant/funding conditions and requirements cannot be altered or nullified through transfer of ownership.

Associated costs incurred as a result of transferring the deed and operating the facility will be charged to the Head Start grant.


The board approved the acceptance of the Head Start grant at the board meeting on May 8, 2012.  


The Head Start Property Deed has been reviewed and approved by the School Board attorney.


Approve the property deed transfer from Community Development Institute Head Start to School Board of Brevard County for the South Area Head Start property located at 1430 Knecht Road NE, Palm Bay, Florida 32905, subject to acceptable environmental test results.
