The School Board of Brevard County, Florida met in special session on Tuesday, July 22, 2014, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, June 12, 2014. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Approve the applicable listed administrative staff recommendations:

The reclassification/transfer of Wesley Herold from the position of Teacher at Quest Elementary School to the position of Assistant Principal (10 month) at Williams Elementary School, on annual contract, effective August 11, 2014.  Annual salary based on grade 22 of the Nonbargaining Salary Administration Program.

The reclassification of Julia Diakakis from the position of Dean/Assistant Principal (10 month) at Cocoa Beach Jr/Sr High School to the position of Assistant Principal (12 month) at Cocoa Beach Jr/Sr High School, on annual contract, effective July 23, 2014.  Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

Chairman Henderson reminded the speakers that the maximum allotted time for each speaker is three minutes. Clarification of information presented and answers to questions specific to district business and educational matters will be posted on the School Board's website under the section called "4 The Record.

24. Additional Relocatable Classrooms at Cocoa High School

Minutes: 

Ms. Henderson asked for this item to be pulled for discussion.  She expressed concern that the policy change in the Student Accommodation Plan was approved in April and the portables were moved to Cocoa High in May indicating that it was already decided. She wants to see changes in the student accommodation plan regarding freezing incoming and outgoing students.

Ms. Kneessy shared her concerns and stated that she believed there should be a provision in the policy that will allow for revision.

Ms. Henderson said that they need to be allowed the opportunity to get another look at the schools that are to be frozen and the Board needs to be informed in a more timely manner.

Dr. Krupp asked if the portables were already on the campus and Ms. Henderson explained that they were already on the campus and the dollars would be spent on hooking them up to electricity, AC, installing sidewalks, covered walkways, etc.



Motions:

Approve a Total Project Budget of $83,323.74 for the installation of two additional relocatable classrooms at Cocoa High School.

Approve the Guaranteed Maximum Price (GMP) submitted by Canaveral Construction Company, Inc. under their Continuing Contract for Construction Management Services in the amount of $57,533.50 to complete the installation of the two additional relocatable classrooms.

Approve a modification to the 2014-15 Student Accommodation Plan to open Cocoa High School to outgoing out-of-area students in conformance with Policy 7120.

Chairman Henderson declared the Public Hearing open and asked if anyone wished to speak at 10:02 a.m.

Paul Chinaris addressed the Board about Bylaw 0149.3, Board-Staff Communications.  He said that he felt it was trying to limit access to Board members by employees.

Misty Belford addressed the Board about Bylaw 0149.3 as well.

There was discussion among the Board members who along with Dr. Binggeli clearly indicated there is no attempt to regulate employee communication with Board members. Mr. Ziegler clarified that we are mandated to perform a periodic review of our policies and that NEOLA recommends policies that align with state mandates and procedures.

The Board decided to remove from the agenda action item, po0140 v.2,  so that It can be reviewed.

Having no more discussion and no more public speakers, Chairman Henderson concluded the Public Hearing at 10:14 a.m.

Hold Public Hearing and approve the revisions of School Board policies 0000, attached. The motion was amended to remove policy 0140 v.2 to allow counsel time to review.

33. Refunding of the District's Outstanding 2006A Certificates of Participation (COP)

Minutes: 

Dr. Krupp wanted more clarification on this item.  Ms. Preston along with the financial advisor to the District, Mitch Owens provided some information to the Board.

Mr. Ziegler commented that in the event the District is successful in receiving a refund, the money should be used for reducing debt.

Judy Preston, Associate Superintendent of Financial Services, and Kevin Thornton, Director of Food and Nutrition Services (FNS),  provided the Board with information regarding:

  • FNS Revenue Sources
  • Comparison of Revenue Sources
  • Current Revenue and Meal Cost
  • Student Participation Comparison
  • Mandated USDA Changes
  • Smart Snacks in School Standards
  • Higher Standards (Personal Pan Pizza, Chocolate Chip Cookie, Breaded Chicken Sandwich and Chicken Nuggets with Small Fries)
  • Revenue, Expense and Fund Balance Comparison
  • Anticipated Impact in 2014-15
  • Lunch Price Increase Options

 There were some questions and comments from the Board.  Ms. Kneesy asked about the possibility of any of the federal regulations being changed and asked if there was anything that parents and community members could do to help lessen these restrictions.

Mr. Thornton that it is being argued at this time and any push could help.

Minutes: 

Mr. Ziegler said that several years ago he brought to the Board some issues with health care and the pharmacy contract and the Board supported going out on a  rebid and adding some contractual changes to the district's pharmacy, one of which was retaining the rebate on pharmacy.  He said that the district has received its first check for $492,000 for rebates over three months. 

He commented that the Board has been very successful in aggressively improving the district's health insurance position.

Minutes: Dr. Binggeli wanted to share preliminary data that indicates that students in two cells of the lowest 25 percent have had a nice increase in reading and math.
