Community Oriented Policing Services Secure Our Schools (COPS SOS) Grant Application

Over the past several years, Brevard County has experienced a dramatic decline reaching 50% in property values, record setting bank foreclosures (Florida ranks 3rd in the nation), and unemployment reaching 13%. This unprecedented economic decline has the potential to impact our schools in the same manner as our surrounding communities. In an effort to mitigate potential criminal activity (burglary, vandalism, bomb threats, parent custody battles, domestic violence) or disciplinary issues in the Brevard Public Schools, we have the opportunity to increase the safety and security at schools to protect students, teachers, visitors, and responding law enforcement officers by applying for available grant funding to support infrastructure security measures. The Office of District and School Security and Maintenance Services are collaborating to support school administrators by providing additional tools and strategies to allow the timely monitoring of student and visitor activity during school attendance hours, before/after activities, and evening events.


Approve the application for the COPS SOS Grant funds of $150,000 to purchase and install IP (Internet Protocol) web-based video surveillance systems at three high schools (Cocoa High School, Palm Bay High School, and Bayside High School) which collectively enroll nearly 5,000 students and who have experienced increased discipline and disturbance events as evidenced by data.

A copy of the finalized grant application that was submitted to the Federal Department of Justice, Office of Community Oriented Policing is in the School Board Office for review. (Grant applications are not typically attached to agenda items due to the large content and to prevent release of grant application content pursuant to allowable grant restrictions.)
