The School Board of Brevard County, Florida met in special session on Tuesday, August 11, 2015, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, July 30, 2015. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Chairman Amy Kneessy called the meeting to order at 5:30 p.m.

Chairman Kneessy asked for a moment of silence for two members of the BPS family who had recently passed away:  Ms. Jane Jansen, office clerk at Pinewood Elementary and Ms. Tracey Chancery, former assistant principal at McAuliffe Elementary.

Minutes: 

Dr. Blackburn welcomed and introduced newly appointed administrative staff:  Darlene Rogers, principal of Westside Elementary School;  James Kirk, principal of Melbourne High School; Laura Glover, assistant principal of Palm Bay Elementary, Joseph Flora, assistant principal at Melbourne High School; Rick Sheppard, principal at Holland Elementary; Kevin Rhyne, assistant principal at Satellite High School; Rebecca Tagye, dean/assistant principal at Madison Middle School; Cynthia Vanderpool, assistant principal at Stevenson Elementary; Cindylou Kilmer, assistant principal at Melbourne High School and James Bracken, assistant princpal at Audubon Elementary.

Each staff member was given the time to address the audience and introduce family, friends and colleagues who were in attendance.

Dr. Blackburn congratulated each of them and reminded them that they should always put the people (big and small) first.

Approve the applicable listed administrative staff recommendations:

The reclassification/transfer of Kevin N. Rhyne from the position of Academy Coordinator/History teacher at Rockledge High School to the position of Assistant Principal HS (10 month) at Satellite High School, on annual contract, effective August 12, 2015. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

The reclassification/transfer of Cindylou Kilmer from the position of Coordinating Teacher at Palm Bay High School to the position of Assistant Principal HS (10 month) at Melbourne High School, on annual contract, effective 8/12/15. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

Accept the resignation of Kevin A. Butanowicz, Assistant Principal (10 month) at Andrew Jackson Middle School, effective August 18, 2015.

Accept the retirement of Tarrence A. Humphrey, Principal of Astronaut High School, effective August 31, 2015.

15. Notice of Termination of Explain My Benefits Contract/Extension of "Easy Benefits by BlueFin" Contract

Minutes: 

There was much Board discussion over this item.  The Board all agreed that the Explain My Benefits software was not going to be able to meet the needs of the district. 

Regarding EzBenefits, both Mr. Ziegler and Mr. Craig said that it is an antiquated software and wanted staff to continue to develop an RFP to search for a more up to date product.

The Board tasked Mr. Langdorf with asking EzBenefits if they would consider an extension of the ITB price through both February and June, 2016.  He is to bring the information back to the Board on August 25, 2015.

Minutes: 

John Craig

  • He asked to find out if there was consensus from the Board to make some sort of "push back" on the bonus for teachers due to a test score
    • Board agreed
    • Mr. Craig volunteered to write the letter.
  • Mr. Craig gave some recognition to Florida Today reporter, Jessica Saggio, for writing some great articles, especially about teacher morale.
    • He said that we need to do "exit interviews" as part of our strategic plan.  We need to ask the hard questions about why people are leaving.
  • Mr. Craig attended the Brevard Schools Foundation meeting. He said they have their big gala for TSIC on September 12, and asked if any of the Board members wanted to attend, to please let him know.
  • Mr. Craig attended the exemplary science teacher awards at the Planetarium. He said that it was a great presentation and said the science resource teachers did an incredible job. 
  • Mr. Craig had also been visiting schools that had been getting ready for school opening.  He said there is a positve mood shift.  He commented that Dr. Blackburn has made a positive difference and thanked Dr. Blackburn. 

 Karen Henderson

  • Mrs. Henderson reminded the Board members that the legislative priorities were due by the 28th and asked for members to forward to her.  She commented also about the teacher bonus issue and said that it should be a part of the priorities. She felt it would be a state issue.

Andy Ziegler

  • Mr. Ziegler said that both he and Dr. Blackburn had attended the Central Florida School Boards Coalition which is made up of 13 Central Florida districts. He said that there was a consensus among those in attendance on the teacher bonus issue. They cannot believe that came down and they want to see something more realistic for our teachers. The conversation revolved around testing and what we want to lobby.  He said there was a lot of discussion about norm-referenced tests. There was conversation about the legislation and the ruling of the FHSAA regarding choice in sports. He said they are trying to get students who rigourous academic choice programs might also be able to participate in sports not offered at their choice school; and participate in their home school.
  • He reminded Board members that Orange County is going to be providing a free Ethics training which is mandatory for all Board members. It is the second Monday of every Monday.
  • Mr. Ziegler said that Dr. Blackburn has been well received and thanked him for the great job he is doing for Brevard Public Schools.

Misty Belford

  • First she wanted to echo the sentiments of the other Board members regarding the proposal for teacher bonuses.  She said that it will be a huge mess and create a lot of extra work.  She believes we need to take swift action.
  • Mrs. Belford asked for staff to please schedule a meeting with the legislative delegation in September.
  • In regards to the norm-referenced tests; the Board needs to move forward with a strong voice.
  • She also had the honor of being able to be recognize the prinicpal and assistant principal of the year.

Amy Kneessy

  • Board Assigned Tasks
    • She asked for staff to take a look at breaking the purchasing bids, RFPs and contracts out in a way that would make it easier.
    • She also asked for Dr. Blackburn to take a look at the choice appeals process.

Minutes: 

Dr. Blackburn explained that he would be boarding a school bus at 6 a.m. on the first day of school and make his way to Endeavour Elementary with the children.  He would be spending the rest of the day at various school locations.

He expressed appreciation for being superintendent of Brevard Public Schools.
