Head Start Program Governance
The Head Start Act 45 C.F.R. 1304.50 requires the grantee to establish and maintain a formal structure of shared governance through which parents can participate in shared decision-making activities about the program with staff and the governing body (School Board of Brevard County). The structure must consist of a policy council that is established at the grantee level.
Until such time a policy council can be established, the school board will act as the single entity to make decisions and implement policies in the absence of an established policy council. A standard operating procedure for the purpose of giving the school board this authority has been developed with the assistance of the Head Start Region IV Training and Technical Assistance team. This procedure is necessary to ensure the district is operating the Head Start program in compliance with the requirements of the Head Start Act.
The board approved the acceptance of the Head Start grant at the board meeting on May 8, 2012.
Approve the proposed standard operating procedure titled, Program Governance - Initial Power and Functions of the Governing Body.
