The School Board of Brevard County, Florida met in regular session on Tuesday, August 14, 2012, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in The Eagle newspaper on Thursday, August 9, 2012. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

6. Recognize the Office of Budgeting, Cost Accounting & FTE for Receiving the Meritorious Budget Awards for 2011-12

Minutes: 

Judy Preston, Associate Superintendent of Financial Services, announced that the Budgeting Office has been awarded two prestigious awards, the Meritorious Budget Award from the Association of School Business Officials (ASBO) and the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFAO).  She stated that these honors represent the highest form of recognition for excellence in the preparation and issuance of a governmental entities annual budget.  Ms. Preston stated the district has received the ASBO award for its fourth consecutive year and the GFAO for its third consecutive year.  To put in perspective, in 2010-2011 only 118 school districts of over 14,000 districts nationwide received the ASBO award.

Karen Strickland, Director of Planning, Budget and Reporting; and Gail Danvers, Budget Analyst, were instrumental in achieving these prestigious awards for Brevard Public Schools due to their hard work and due diligence.

Chairman Dr. Barbara Murray and Dr. Binggeli presented the ASBO and GFAO plaques to Ms. Strickland and Ms. Danvers along with their congratulations.

 

B. Accounting Services

7. Recognize Accounting Services for Excellence in Financial Reporting

Minutes: 

Ms. Preston announced that the Accounting Department has also been awarded two prestigious awards, the Meritorious Budget Award from the Association of School Business Officials (ASBO) and the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFAO).  She stated these honors represent the highest form of recognition for excellence in the area of governmental accounting and financial reporting. 

Ms. Preston stated the District's Comprehensive Annual Financial Report (CAFR) was reviewed by an impartial panel representing each respective organization and judged to meet the highest standards of each program; particularly demonstrating a constructive "spirit of full disclosure" which clearly communicates the district's financial story. She noted that this is the twelfth consecutive year that the Financial Division has applied for and received the ASBO and GFAO awards.

Jo Ann Clark, Director of Accounting Services; and Kathy Jackson, Accounting Manager, where instrumental in achieving these prestigious awards for Brevard Public Schools due to their hard work and due diligence.

Chairman Dr. Barbara Murray and Dr. Binggeli presented the ASBO and GFAO plaques to Ms. Clark and Ms. Jackson along with their congratulations.

Dr. Binggeli said a few word of thanks to the folks in the Budgeting and Accounting Department.  He mentioned that the district held it's Moody's MIG I Rating, which many entities have lost theirs.  Dr. Binggeli stated that if the district had lost it's MIG I Rating, it would have cost the district an extra $900,000. in our short term debt.  He stated one of the big reasons that we have been able to keep the MIG I Rating, is that some of the folks know our work and have confidence in our work.

Chairman Dr. Barbara Murray, on behalf of the Board, stated that they appreciate the oversight and all the hard work being done in the Budgeting and Accounting Departments to save the district every penny they can save us.

Dr. Krupp noted that he visited 15 out of the 16 schools in the north area to wish them a happy new school year and let them know that he was there for them.

Dr. Krupp noted that he attended an affair with Space Coast Science Education Alliance. He stated that seven women received this exemplary award and one new Hall of Fame award for the organization.

Dr. Krupp noted that on August 5, 2012, Cocoa Beach High School had their IB graduation at the Country Club. He stated that there were 70 graduates and two AP diploma graduates.

Ms. Kneessy noted that she attended schools on the second day approximately 30 minutes after school started. She stated what she was most impressed with was the students were engaged, the teachers were teaching, and the energy, you would have thought that it was midway through the year.  Ms. Kneessy noted that she went to elementary, middle, and high schools and did a fifteen minute walk-thru.

Chairman Dr. Murray thanked all of the teachers and administrators both at the building level and at the district level for a smooth beginning of this school year.  She stated that the Board is here to serve you and if there is anything that they could help with, don't hesitate to let the Superintendent know and the Board as well.

Mr. Ziegler added to Dr. Krupp sentiments to the Exemplary Science Teacher Awards.  He congratulated Michelle Ferro, West Melbourne School for Science Teacher, this years inductee to the Science Hall of Fame.

Mr. Ziegler stated West Melbourne School for Science excels in many areas including Employee of the Year, Rated #1 Elementary School, and they were selected as one of sixteen finalist recognized for the Intel School of Distinction Award.  Mr. Ziegler stated West Melbourne School for Science was the only school chosen in the State of Florida.  He mentioned that Intel pays for one teacher, principal, superintendent and board member to travel to Washington DC to celebrate the event and find out who wins.  Mr. Ziegler thanked Dr. Murray for allowing him to represent his school.  He noted that will be leaving on September 9, 2012 and will be missing his first board meeting on September 11, 2012.


L. Superintendent's Report

Minutes: 

Dr. Binggeli echoed some of the comments that were made as it relates to the school year beginning. He stated that visited elementary, middle and high schools from Palm Bay to Titusville.

Dr. Binggeli noted that he sent a letter to all of the various chiefs of law enforcement to say thank you to them.  He stated that no matter where you go, they are out there in force, as our patrons, citizens, and students get use to getting back to school, they are there keeping us safe.

Dr. Binggeli stated that is takes an immense effort and preparation from everyone to make it look like it is suppose to look.

Dr. Binggeli stated that we are looking at the enrollment and we are currently behind.  He stated historically that we are always behind our projection at this point but there is reason to believe that we will  be back to last years enrollment numbers.  Dr. Binggeli stated we have some reserve dollars in case those projected students don't enroll.
