Criteria for Attendance Boundary Changes


In response to a direction by Board Chairman Robert Jordan at a Board Workshop on 2/13/09, a committee was formed to develop criteria for future attendance boundary changes.  The Attendance Boundary Criteria Committee was a cross-functional team that included parents and school principals from each school level (elementary, middle and high) and representatives from Area Superintendents, Curriculum & Instruction, Transportation, Facilities and local governments (Capital Outlay Committee).  The Committee was chaired by Ed Curry (Facilities Services) and facilitated by Dori Bisby (Professional Development).


The Committee met three times during April and May, 2009.  During the meetings, the Committee evaluated the criteria used for previous attendance boundary changes and proposed potential new criteria.  After rigorous evaluation, the most important criteria were selected and prioritized.  As a final step and deliverable, the prioritized criteria were assigned a weighting or importance factor.   An evaluation/scoring form containing these weighted criteria will be used by future evaluation committees to rank alternatives of proposed attendance boundary changes for recommendation to the School Board.  The final proposed criteria and a sample of the evaluation/scoring form are provided as attachments.  Note that the General Guidelines do not have a point score, but will be used in the overall evaluation of a proposed boundary change alternative.


Upon approval by the Board, the General Guidelines and Weighted Criteria will be incorporated into Policy 7120 - Criteria for Balancing School Membership to Capacity. 



Approve the General Guidelines and Weighted Criteria recommended by the Attendance Boundary Criteria Committee for use by evaluation committees to rank alternatives of proposed attendance boundary changes for recommendation to the School Board.
