Extend the Bluefin HR Software System through June 2016
During the August 11, 2015 Board meeting, the department was directed to communicate with the District's current employee benefit management provider, Bluefin HR to inquire if they would extend their services through February 2016 and possibly through June 2016 as this system is set to terminate on September 1, 2015. The Board indicated that the additional contract time would be used to meet the District's open enrollment process, achieve the ACA reporting requirements, and provide the department with sufficient time to perform a proper bid and select a new software provider for these services, along with the time necessary to implement the new system. Bluefin HR has agreed to provide the Board with a 10-month contract through June 2016. The cost proposed for this 10-month period is as following: $25,000 per month from September through November 2015 for a total of $75,000, and $18,750 per month from December 2015 through June 2016 for a total of $131,250. The total cost for this period is $206,250. This amount does not include any system modifications that may be necessary for the implementation of any new software system selected by the Board for these services. Any additional modifications will cost $175.00 per hour should system modifications arise.
An RFP will be executed for an employee benefit management provider in September 2015. The RFP will specify a required implementation date of July 1, 2016, with a minimum period of six months for system preparation, staff training, and user acceptance training prior to implementation.
Approve a 10-month Contract with Bluefin HR to provide integrated employee benefit management support.
