Architectural and Engineering Services for West Melbourne Elementary School - SALES SURTAX
The purpose of this agenda item is to initiate the design-build process through the development of the Design Criteria Package (DCP). The DCP is then used in the Request for Proposals for design-build services. The DCP, which is required by Florida Statute 287.055, provides a basic framework of requirements for the services required. The design-build firms then submit proposals that meet the criteria but may have differing approaches and costs. A Selection Committee then recommends the best value for the District for consideration by the School Board.
The DCP will address all components within the Facility Renewal group as identified in Attachment F for West Melbourne Elementary School. BRPH has submitted a not-to-exceed proposal for Design Criteria Professional Services under their continuing contract for Architectural Services (RFQ #14-Q-003-KR).
The cost of the DCP is not to exceed $10,250. Contractor selection is not to exceed $4,300 and construction administration is not to exceed $8,660. The total contract amount is $23,210. Services are paid on a time and materials basis. Although the proposal includes services through construction, the initial work is the development of the DCP.
In order to start work as soon as possible, approval is requested as a consent item without information.
SALES SURTAX INFORMATION
The Project Management Team is moving forward with the initial work to position the District to contract for design-build services for the next thirteen (13) schools/facilities on the sales surtax funded priority list. Construction will be scheduled (based on available cash flow) for summer 2016 and/or summer 2017. The first twelve (12) schools on the list are all in progress, six (6) of which had significant facility renewal work completed this summer.
Because the Project Management Team is moving forward with thirteen schools funded through the sales surtax, all of the DCP contracts (not just the ones over $50,000) are coming to the School Board for consistency and transparency. These contracts will be reported to the Independent Citizens Oversight Committee (ICOC) at their August 19, 2015 meeting.
Approve the total project budget for the Design Criteria Professional Services at West Melbourne Elementary School in an amount not to exceed $25,210.
Approve the proposal submitted by BRPH under their continuing contract for professional services in an amount not to exceed $23,210 for developing the DCP, contractor selection and construction administration.
